<br />48 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Regular Meeting October 28, 1985 Page 2 <br /> <br /> <br />Mayor Craddock introduced for consideration approval of appointment <br />to the Capital Area Housing Finance Corporation. Mayor Craddock <br />moved to reappoint Tess Norris as the Council's representative. <br />Mr. Guerra moved to table this matter to another meeting and Mr. <br />Farr seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock introduced for consideration a presentation and con- <br />sideration of the recommendation of the Planning Commission that the <br />Planning and Zoning Commissions recommend a Sign Ordinance addressing <br />on and off-premise signage to the Council. Billy Moore, Chairman of <br />the Planning Commission, stated the Com~ssions want to finish all <br />work of the Ordinance and not present it piecemeal, to present the <br />Ordinance when it is complete, with the deadline to be December 31, <br />1985, if possible, but to extend the time until January 31, 1986 if <br />the Ordinance is not complete by December 31. Mr. Coddington stated <br />December 31 was too long but he was in favor of a Sign Ordinance. <br />Tom McNair, Chairman of the Zoning Commission, stated he wants the <br />moratorium extended to January 31, 1986, and that Mr. Gunnarson had <br />not had any strong objection to such an extension of the moratorium. <br />Bud Walker stated he was representing the Chamber of Commerce, and <br />that they are working with the Planning and Zoning Commissions on <br />this matter. He stated the extension would be for the Staff to be <br />able to provide a complete Ordinance at one time with the option of <br />the extension only if it is necessary. Mr. Brown agreed with the <br />extension if it is needed and agreed the Sign Ordinance should be <br />considered in whole rather than in part. Mayor Craddock moved the <br />Ordinance be presented to the Council when it was complete and the <br />extension of the moratorium to January 31, 1986 only be considered <br />if necessary (Recommendation 2 in Dan Gibson's memorandum to the <br />Council dated October 23, 1985 in this packet). Mr. Brown seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Craddock, Guerra, Kissler. <br /> <br />NAY: Coddington, Farr, Nicola. <br />ABSTAIN: None. <br /> <br />Mayor Craddock introduced for consideration a public hearing and an <br />appeal of the Oak Heights Neighborhood Association from the Planning <br />Commission's decision of September 11, 1985, approving the Franklin <br />Place Master Plan, submitted by Cook Consultants on behalf of Ralph <br />Ramirez, for 9.38 acres out of the T. J. Chambers Survey at the corner <br />of Franklin Drive and Perkins Street. Mayor Craddock opened the public <br />hearing and asked if anyone wished to speak in favor of this appeal. <br />Robert Blackburn reviewed with Council the letter dated September 30, <br />1985 addressed to the Council from the Oak Heights Neighborhood Asso- <br />ciation. John McBride of 703 Franklin spoke to the incompatibility of <br />the project with his neighborhood as set out in the Master Plan. Billy <br />Moore stated the issue of compatibility of projects is important and <br />has to be reviewed on a case by case basis. Ms. Kissler asked if a <br />compromise could be considered between the neighborhood and Mr. <br />Ramirez. Mr. McBride stated it would still be denser than the rest <br />of the neighborhood. Ralph Ramirez stated he plans to have a quality <br />project with good standards that would be an asset to the neighborhood. <br />He stated he does not have a problem with five homes on Franklin with <br />the whole of the project not to exceed 45 units and a retention pond. <br />Frank Robbins provided a map to the Council which shows 48 lots. The <br />neighborhood wants no more than 28-32 lots. Mr. Ramirez is agreeable <br />to 48 lots. Frank Rich reminded Council provisions of the Master Plan <br />are to preserve existing neighborhoods. He suggested the Council not <br />approve the Master Plan but let bargaining take place between the <br />neighborhood and Mr. Ramirez. Jerry Sebek stated there have been <br />water pressure problems in the area for a long time. No one else wished <br />to speak in favor or opposition to the appeal, so Mayor Craddock closed <br />
