David Elliott <br />was present representing his father, the owner of the property. No <br />one else wished to speak in favor or in opposition to the amendments, <br />so Mayor Craddock closed the public hearing. Mr. Nicola moved for <br />approval of the Ordinance on first reading and Ms. Kissler seconded <br />the motion. On roll call the following vote was recorded: <br /> <br />AYE: Brown, Coddington, Craddock, Guerra, Kissler, Nicola. <br /> <br />NAY: None. <br />ABSTAIN: Farr. <br /> <br />Mayor Craddock introduced for consideration c public hearing and approval <br />of an Ordinance on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING SECTION 3 OF THAT ORDINANCE <br />WHICH REGULATES AND RESTRICTS THE LOCATION AND USE <br />OF BUILDINGS, STRUCTURES AND LAND, DATED JUNE 13,1984 <br />(VOL. 66) BY CHANGING THE ZONING OF LOT 3, IN THE PECAN <br />CREEK ADDITION, SECTION 2, A SUBDIVISION OF RECORD IN <br />VOLUME 3, PAGE 52 OF THE PLAT RECORDS OF HAYS COUNTY, <br />TEXAS, AS:SHOWN ON THE MAP OR PLAT THEREOF, A/K/A 411 <br />AND 413 W. SAN ANTONIO, FROM "C" (COMMERCIAL DISTRICT) <br />TO "MF-4" (MULTI-FAMILY DISTRICT); AMENDING THE FUTURE <br />LAND USE PLAN (MAP) OF THE MASTER PLAN OF SAID CITY AND <br />DECLARING AN EFFECTIVE DATE. <br /> <br />Mayor Craddock opened the public hearing and asked if anyone wished <br />to speak in favor of the zoning and land use amendment. Patsy Greiner <br />was present representing Pud Rutledge and Robert McDonald. Mr. McDonald <br />stated the project would probably consist of two buildings containing <br />ten units each, and that there will be a separate entrance to this <br />project. Frank Robbins stated 18-20 units would be the maximum that <br />could be built on the property. Since this matter had not been re- <br />viewed by the Planning Commission for the land use change, Mr. Brown <br />moved to table the matter for the Planning Commission's recommendation <br />and Mr. Coddington seconded the motion, which passed unanimously. <br /> <br />Mayor Craddock announced the Council would return to Item 4 which had <br />not been considered earlier in the meeting. Mayor Craddock moved the <br />Council adjourn into Executive Session pursuant to Article 6252-17, <br />§2(f), V.A.C.S., to discuss purchase of real property, and Mr. Farr <br />seconded the motion, which passed unanimously (9:55 p.m.). <br /> <br />Mayor Craddock moved the Council reconvene at 10;33 p.m. and Mr. Farr <br />seconded the motion, which passed unanimously. <br /> <br />The Council then returned to Item 10Bl on the Agenda.
