<br /> Dr. Kent Butl er October 21, 1985 <br /> Page 6 <br /> For the two initial elevated tanks and the temporary facilities, the <br /> entire storage volume is required for the growth projected within the MUDs <br /> prior to 1990. Therefore, these facilities would be funded by the MUD <br /> which is served by each facility. <br /> The 3.0 MG tank proposed at Rivergate MUD is to meet the additional <br /> storage requirements of the Upper and Lower Pressure Planes after 1990. <br /> Approximately two-thirds of the capacity is needed for the 1995 projected <br /> population, and has been all ocated according to the additional living <br /> units projected between 1990 and 1995. The other third of the capacity is <br /> to meet ground storage requirements in the upper plane and total storage <br /> requirements in the lower plane. Therefore, that third of the cost has <br /> been distributed on the basis of projected storage requirements for each <br /> entity between 1995 and 2005. <br /> The 2.0 MG standpipe proposed at High Ridge MUD is designed to meet the <br /> ground storage requirements of the Northeast Pressure Plane through the <br /> year 2005. Therefore, its cost should be distributed on the basis of the <br /> LUEs projected between 1990 and 2005. <br /> The 2.0 MG storage tank proposed adjacent to Rivergate MUD is to serve the <br /> ground storage needs of the Upper Pressure Plane and total storage <br /> requirements of the Lower Pressure Plane. Like the last third of the 3.0 <br /> MG tank, its cost has been distributed on the basis of the storage needs <br /> of each entity between 1995 and 2005. <br /> The elevated tanks recommended to meet 2005 growth projections should be <br /> funded by the pressure planes they serve. Within each pressure plane, the <br /> costs would be divided according to each entity's LUEs projected between <br /> 1995 and 2005. <br /> c. Pump Stations <br /> Like wells, pumping capacity can be added incrementally as required. It <br /> is therefore recommended that the pumping facilities in each pressure <br /> plane be funded by entities within that pressure plane according to the <br /> projected LUEs for each entity for the appropriate time interval. If <br /> desi gn years other than those used in this study are desired, the <br /> a 11 ocati on formulas can be easily modified, for either the pump stations <br /> or the supply facilities. <br /> D. Transmission Pipelines <br /> In order to simplify the allocation of pipeline costs, these costs have <br /> been divided according to the three pressure planes. Most of the <br /> facilities in a specific pressure plane benefit only that pressure plane. <br /> There is one exception -- the 30/24/20-inch "main spine" pipeline from the <br /> 3.0 MG storage tank to and across I.H. 35. This line serves as a primary <br /> distribution main in the Lower Pressure Plane and is the supply <br /> transmission line for the Northeast Pressure Plane.
