Regular Meeting August 6, 2007 Page 5 <br />Mayor Narvaiz introduced for consideration Item 20, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REJECTING THE BIDS SUBMITTED FOR THE PURCHASE OF POLICE EQUIPMENT FOR <br />EIGHT RECENTLY PURCHASED POLICE VEHICLES FOR THE POLICE DEPARTMENT; <br />AND DECLARING AN EFFECTIVE DATE. <br />Mr. Jones moved for adoption of the Resolution, and Mr. Guerrero seconded <br />the motion. Ms. Robertson inquired to why this bid is being rejected. <br />Howard Williams, Police Chief, stated the four bids that were received were <br />bid incorrectly and will have to be re -bid. The Council then voted <br />unanimously for adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Convention and Visitor Bureau Advisory Board. Mr. Jones moved to <br />appoint Ms. Robertson to fill the vacancy, which passed unanimously. <br />Mayor Narvaiz stated she was moving Item 32 up. Mayor Narvaiz introduced a <br />discussion and a presentation on the Endocrine Disrupting Compounds Study <br />and direction to Staff. Dr. Glenn Longley, Texas State University, <br />introduced Adam Foster, Texas State student. Mr. Foster provided a <br />PowerPoint presentation on the occurrence and fate of endocrine disruptors <br />in the San Marcos area. Mr. Thomaides inquired to whether there was graphs <br />on PAH compounds. Mr. Foster stated PAH compounds were never found, because <br />it attaches to another particulate. Mayor Narvaiz inquired to whether the <br />City has a good wastewater treatment plant. Mr. Foster stated the City of <br />San Marcos has a good wastewater treatment plant. Mayor Narvaiz inquired <br />to whether the odor issues had an impact on any of these compounds. Mr. <br />Taggart stated an analysis was not performed on these issues, but the <br />process change definitely had an affect. He stated the analysis does <br />indicate that putting more oxygen into the water will destroy some of these <br />compounds. Mayor Narvaiz thanked Mr. Foster, Dr. Longley and Mr. Taggart <br />for their hard work. <br />Mayor Narvaiz introduced a public hearing to receive citizen comments on a <br />proposed substantial amendment to the Community Development Block Grant <br />(CDBG) 2005 -2009 Consolidated Plan and 2006 Action Plan for the <br />reallocation of funds for Guadalupe Sidewalk project to the Staples Road <br />Sidewalk project. Mayor Narvaiz opened the public hearing and asked if <br />anyone wished to speak. No one did, so Mayor Narvaiz closed the public <br />hearing. <br />Mayor Narvaiz introduced a public hearing and consideration of approval of <br />an Ordinance on first reading, the caption which was read as follows: <br />
