CITY OF SAN MARCOS ELECTRIC RULES AND REGULATIONS
The City will construct permanent extensions of, or additions to, existing overhead
facilities of the City which provide electric service for the municipal lighting systems
under the appropriate Tariffs where the annual revenue justifies the costs of such
extensions.
Where primary facilities are not installed, street lighting for subdivisions will only be
installed, without cost to applicant, as primary facilities are extended to service permanent
residences or businesses in a subdivision. Street lights will be installed in accordance with
City ordinances and Land Development Codes.
F. SPECIAL FACILITIES
The City will extend only those facilities which are deemed necessary to render service in
accordance with the Tariff schedules. Where a customer requires facilities which are in
addition to, or in substitution for, the standard facilities which the city would normally
install, the extra cost thereof shall be paid by the customer.
NON - STANDARD AND CUSTOMER CONVENIENCE SERVICE- The
customer shall pay for any special installation necessary to meet a particular
requirement for service other than that normally provided. Alternative voltage
levels, tight voltage regulation, minimum line noise and other special
requirements shall be the responsibility of the customer. The customer may be
required to share in a portion of the estimated construction cost for extending a
service where such service is not normally provided, or for additional meter or
transformer installations to provide separate electric service such as to x -ray
machines.
2. INTERMITTENT LOADS- The city reserves the right to require that the
customer furnish and install any suitable or special equipment necessary to
reasonably limit the adverse effects created by customer -owned equipment such
as process furnaces, arc welders, resistance welders, and large motors.
3. EXCESS CONSTRUCTION COST DETERMINATION- In a situation
where a customer requires electrical facilities in excess of a single - phase,
overhead line extension, the customer may be required to pay the city for the
excess construction cost. The City, at its sole option, may reduce such payment
when the estimated annual revenues (derived from base rates, exclusive of the
fuel) anticipated from the proposed facility generate the required margins to cover
the total cost of constructing the requested facilities.
G. SUBDIVISION DEVELOPMENTS, MOBILE HOME PARKS, AND
MOBILE HOME SUBDIVISIONS
The city will extend overhead service into a new subdivision development only after the
subdivision is platted and filed for record in the county in which it is located, and if
located in an incorporated city, filed and approved by the appropriate city officials. The
plat shall have adequate easements dedicated for the construction of electric utility lines,
and such easement shall allow access for the construction of electric lines to all lots and
allowing room for anchors, guys, and other appurtenances.
At the request of the developer, the City may, at its option, construct facilities within a
platted subdivision provided the developer advances the total cost of such facilities.
19
