Industry <br />representatives should be encourage to perform comparability studies to <br />identify real estate comparables that more realistically reflect the values of <br />homes being built in low income areas. <br />6.4 Socio- Economic Impediments <br />Impediment: Poverty and low- income. <br />Issues: For many households, low or no income is a major factor <br />preventing their exercise of housing choice. All racial and ethnic <br />populations in the city are confronted with large numbers of their <br />population living in poverty. The ACS data shows the incidence of poverty <br />among Hispanics was 32.3 percent and African - Americans were 39.7 <br />percent of the total population between 2006 and 2010. Among White <br />persons, the data reported 40.0 percent lived in poverty between 2006 <br />and 2010. In comparison, the poverty rate for the city was 36.9 percent <br />during the period. <br />There is one notable exception where poverty has a disparate impact <br />based on race and ethnicity, The poverty data in Table 1.4 of the <br />Community Profile shows the incidence of poverty for persons under the <br />age of 5 years for African - Americans was a staggering 69.5 percent of the <br />their total population between 2006 and 2010. Among White persons, the <br />data reported 5.8 percent, and among Hispanics 39.6 percent of children <br />under the age of 5 years lived in poverty between 2006 and 2010. <br />DTI <br />
