land assembly and acquisition subsidies in part through the use of their <br />federal grant funds. <br />We recommend that the City, in conjunction with the Chamber of <br />Commerce, continue to focus on actively recruiting industries that match <br />the demographics of the populations most unemployed, as a means of <br />improving poverty rates, incomes and home ownership rates in the City. <br />The City should continue providing incentives similar to those the city has <br />used in the past and incentives programs structured by other communities <br />to achieve this goal. Recruiting such industries can assist in increasing the <br />City's tax base and while serving to provide the necessary income for <br />more person to achieve home ownership. <br />6.6 Neighborhood Conditions Related Impediments <br />Impediment: Limited resources to assist lower income, elderly and indigent <br />homeowners maintain their homes and stability in neighborhoods. <br />Issue: Neighborhood decline and increasing instability in San Marcos' <br />older neighborhoods is a growing concern. Neighborhoods relatively <br />stable today with most of its housing stock in good condition will decline if <br />routine and preventive maintenance does not occur in a timely manner. <br />The population is aging, which means more households with decreasing <br />incomes to pay for basic needs. This increase in elderly households <br />coupled with the steady rise in the cost of housing and the cost of <br />maintaining housing means that many residents will not be able to limit <br />their housing related cost to 30 percent of household income and still <br />maintain their property. Rental property owners will be faced with <br />increasing rents to pay for the cost of maintenance and updating units <br />rendering rental units unaffordable to households as well. <br />103 <br />
