<br />57 <br />Regular Meeting February 27, 1989 Page 4 <br />Mayor Morris introduced for consideration rejecting bid received <br />and rebidding an Electrical Transformer for the Wastewater <br />Department. Mr. Guerra moved to reject the bid received and to <br />authorize rebidding for an Electrical Transformer and Mr. Moore <br />seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration an addendum, award of <br />bid on the Southside Community Center Renovation project. A bid <br />tabulation was provided to the Council reflecting the bid of <br />Hi-Tech Construction Company of Austin, Texas for a base bid <br />amount of $139,000.00. There is only $119,000.00 available for <br />this project. Richard Haas, the project architect, stated he was <br />satisfied with the bidder's qualifications. Ruben Garza of <br />Southside Community Center stated some funds from the national <br />organization are available to pay the balance for this project <br />for portions that could be done towards the end of the project, <br />such as the air conditioning system and painting. Mayor Morris <br />moved to award bid to Hi-Tech Construction Company of Austin in <br />the amount of $119,000.00, subject to reduction by change orders, <br />and Mr. Moore seconded the motion, which passed unanimously. <br />Mayor Morris introduced a discussion and presentation regarding <br />floodplain maps. Dan Gibson reviewed portions of the draft <br />floodplain maps with the Council. He stated the maps could be <br />adopted in September or October, 1989 and after such adoption <br />could then be used for flood insurance purposes. These maps <br />include the fifth dam on Purgatory Creek. Mr. Gibson stated we <br />are currently in the review period for local input. <br />Mayor Morris moved to another addendum item at this point, to <br />hold a discussion regarding the Regional Water Task Force <br />proposed legislation and Interlocal Agreement and direction to <br />Mayor and Staff. Melissa Millecam distributed a summary of the <br />legislation and reviewed it with Council. She stated it was <br />possible the agreement could be scheduled for the March 13 <br />Council Meeting for approval. <br />Mayor Morris introduced an addendum, a discussion regarding a <br />proposed transportation plan and direction to Staff. The City, <br />University and County presently have individual transportation <br />plans. Barry Goodman advised the Council for a period of time <br />San Marcos has fallen outside the transportation funding of the <br />State and Federal levels. The Federal Government now has funds <br />available and is interested in funding transportation where <br />economic development could be linked. Mr. Goodman stated public <br />transportation could possibly be offered through an expanded <br />University system that could meet the needs of the community, as <br />well as the students. He has suggested in his report in the <br />Council's packets that a study be done funded as follows: <br />$25,000.00 Ci ty; $12,500.00 University and $12,500.00 County. <br />The Mayor stated all entities would benefit from a transportation <br />system, and she would like to see a study funded which is evenly <br />split among the three entities. Mr. Goodman advised the <br />Governor's Office has $22,000,000.00 available and will be <br />accepting proposals for transportation funding. Mr. Guerra <br />requested the Council be provided with information regarding what <br />services Mr. Goodman has previously performed for the City <br />regarding transportation. The Council requested Staff provide <br />the Council with the City's plans for transportation and directed <br />Staff to begin to discuss with the other two entities a combined <br />transportation plan and a source of funding for the City's <br />portion. The Council requested an action item on a future agenda <br />to put the funds in place for the City's portion and to bring <br />information regarding the impact on the departments that would be <br />involved with in-kind services. <br />
