<br /> 67 <br /> Regular Meeting March 13, 1989 Page 4 <br /> Mayor Morris introduced for consideration adoption of a <br /> Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A MULTI-AGENCY <br /> NARCOTICS TRAFFICKING TASK FORCE INTERLOCAL ASSISTANCE <br /> AGREEMENT WITH THE ALAMO AREA TASK FORCE OF THE TEXAS <br /> NARCOTIC CONTROL PROGRAM AND DECLARING AN EFFECTIVE DATE. <br /> Ms. Kissler moved for adoption of the Resolution and Mr. Plummer <br /> seconded the motion. Mike Wood advised the Council seizures made <br /> by the Task Force would go to the Task Force, and seizures made <br /> by the Police Department would go to the Police Department and <br /> not the Task Force. The Council requested more information be <br /> provided regarding seizures, the Tri-County Task Force of Hays, <br /> Comal and Guadalupe and wants options to consider if the Council <br /> does not enter this agreement. The Council also wants <br /> information regarding how much time this Task Force would devote <br /> to San Marcos and expressed a concern with the program being for <br /> three years rather than one. Mike Wood advised the Council the <br /> salary of the officer in the program could be part of the grant. <br /> The Council requested the grant be provided for their review. <br /> Mayor Morris expressed her concern for the need of San Marcos <br /> to address the drug problem locally and wants to know how much <br /> time the officer involved in this program would be devoting to <br /> San Marcos and how much to the Task Force. Mr. Brown moved to <br /> table this Resolution and for the requested information to be <br /> provided to the Co~ncil within the next month and Ms. Kissler <br /> seconded the motion, which passed unanimously. <br /> Mayor Morris introduced for conside~ation Item 6.D. (8) removed <br /> from the consensus agenda, adoption of a Resolution authorizing <br /> the City Manager to retain attorneys as necessary to represent <br /> the Chief of Police and Fire Chief before the Civil Service <br /> Commission. Mayor Morris moved to table consideration of the <br /> Resolution until after Executive Session and Mr. Plummer seconded <br /> the motion. <br /> Mr. Brown moved the Council adjourn into Executive Session <br /> pursuant to Article 6252-17, Section 2(e), V.A.C.S., to seek the <br /> City Attorney's advice with respect to pending litigation (LCRA <br /> Rate Case #8400) and matters where the duties of the City <br /> Attorney to the City pursuant to the Code of Professional <br /> Responsibility of the State Bar of Texas clearly conflicts with <br /> Article 6252-17, a~Mr. Plummer seconded the motion, which <br /> passed unanimously (8:28 p.m.). <br /> Ms. Kissler moved the Council reconvene at 10:27 p.m. and Mr. <br /> Plummer seconded the motion, which passed unanimously. <br /> Mayor Morris introduced for consideration adoption of a <br /> Resolution, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPOINTING PRESIDING JUDGES AND ALTERNATE JUDGES TO <br /> SERVE IN THE GENERAL ELECTION OF SAID CITY TO BE HELD ON MAY <br /> 6, 1989 AND CHARGING EACH SUCH JUDGE WITH THE DUTY TO HOLD <br /> SAID ELECTION IN HIS/HER RESPECTIVE POLLING PLACE FOR EACH <br /> RESPECTIVE PRECINCT, APPOINTING A PRESIDING JUDGE OF THE <br /> CENTRAL COUNTING STATION, A TABULATION SUPERVISOR OF THE <br /> CENTRAL COUNTING STATION, AND A CENTRAL COUNTING STATION <br /> MANAGER, APPROVING THE APPOINTMENT BY SAID TABULATION <br /> SUPERVISOR OF CERTAIN ASSISTANTS, AND DECLARING AN EFFECTIVE <br /> DATE. <br /> Ms. Kissler moved for adoption of the Resolution and Mr. Brown <br /> seconded the motion.
