City Council Meeting Minutes July 15, 2014 <br />19. Discuss and consider an appointment to fill vacancies on the Arts Commission and <br />Ethics Review Commission, and provide direction to Staff. <br />Joe Ptak was appointed to fill a vacancy on the Arts Commission and Tracy Mock was appointed <br />to fill a vacancy on the Ethics Commission <br />20. Consider the Public Hearing Dates proposed by Staff regarding the 2014 Property Tax <br />Rate and Fiscal Year 2014 -2015 Budget, and provide direction to Staff. <br />A motion was made by Council Member Scott, seconded by Council Member Thomason, to <br />approve the Public Hearing dates propesed by staff. The motion carried by the following vote: <br />For: 6 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Council Member Thomason, <br />Council Member Scott, Council Member Prather and Council Member Prewitt <br />Against: 0 <br />Absent: 1 - Deputy Mayor Pro Tern Becak <br />21. Receive a Staff report on under - recovery of Fuel and Power Costs for the 2013 -2014 <br />fiscal year for purchased energy and required plan to recover needed pass through <br />revenue, and provide direction to Staff. <br />Tom Taggart, Executive Director of Public Services, provided a presentation to council. <br />22. Receive an update from La Cima Subcommittee members and provide direction <br />regarding the use of municipal or county financing and /or incentives for public <br />improvements associated with the proposed La Cima development. <br />Council Member Thomason updated the Council on the progress of the subcommittee. <br />Following discussion the Council provided direction that the subcommittee would focus on the <br />County utilizing the PID financing mechanism, Staff will move forward with conducting the <br />financial analysis as previously directed and all future meetings of the subcommittee will be <br />posted. <br />IX.
