San <br />Marcos was one of several communities considered by CTEC for the <br />location of its plant. The San Marcos Economic Development Council <br />worked for several months with CTEC representatives to help them <br />understand the benefits of becoming a part of our community. Membership <br />on the Economic Development Council includes representatives of the <br />County, City, School District, Hispanic Chamber of Commerce, Greater San <br />Marcos Chamber of Commerce, and private industry and business <br />representatives. The County was a part of this process through the <br />participation of the County Judge. Similarly, the Mayor represents the <br />City Council on the EDC and communicates progress to our Council <br />Members, as provided in a formal City policy. <br />In the initial stages of working with industrial prospects, the EDC <br />members comply with requests for confidentiality made by industry. We <br />are often competing with many other communities for new industries. <br />Premature public disclosure of negotiations will jeopardize the <br />opportunity San Marcos has to attract new industry. At the point where <br />a local government takes official action related to new industry, <br />however, all actions occur in public session as provided by State law. <br />The area where CTEC is located is proposed for annexation to the San <br />Marcos City limits. There will be two public hearings (April 7 and lO) <br />and public action taken on this item by the City Council (expected on <br />April 24). In addition, there will be a public hearing on the possible <br />designation of the area for a "Reinvestment Zone" April 10 in <br />preparation for Council discussion and action on a possible incentive <br />package on April 24. Other taxing jurisdictions, including the County, <br />also will be formally notified, as required by State law. <br />Any agreement by the City for such matters as annexation or incentives <br />will be a matter of public action and public record. CTEC will be <br />required to meet all applicable development ordinances of the City of <br />San Marcos which apply to property in our extra-territorial jurisdiction <br />and/or to annexed territory. <br />Although the EDC, the City, County, Scho~l Districts, etc. are working <br />hard to bring new industry to our area to provide new jobs and to <br />improve our tax base, it is the decision of a private industry to choose <br />its location and to set the time for an announcement of that decision. <br />
