The Council then voted unanimously <br />for approval of the Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration adoption of a <br />Resolution, the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TERMS AND CONDITIONS OF A TAX ABATEMENT <br />AGREEMENT BETWEEN THE CITY OF SAN MARCOS AND ROHR <br />INDUSTRIES, INC., AUTHORIZING THE MAYOR TO EXECUTE SAID <br />AGREEMENT AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for adoption of the Resolution and Mr. Hernandez <br />seconded the motion. Mayor Morris stated a letter had been <br />forwarded to Mr. Davidson of Rohr regarding the community's <br />concern that they employ locally. Mayor Morris moved to amend <br />the Resolution in PART 5. to add at the end of the sentence "upon <br />receipt and attachment of Exhibit B," which is referred to in <br />Article XII on Page 6 of the agreement, and Mr. Hernandez <br />seconded the motion, which passed unanimously. Mr. Brown moved <br />to amend Article VI.B.7. on Page 5 of the agreement to read "The <br />City agrees to send a representative to meet with Rohr at any <br />mutually agreeable place and time requested by Rohr," and Mr. <br />Guerra seconded the motion, which passed unanimously. Mr. Brown <br />moved to amend Article I.C. on the first page of the agreement to <br />read, "The City Council created a reinvestment zone to <br />accommodate the property owned by Rohr prior to the effective <br />date of this Agreement," and Mr. Moore seconded the motion, which <br />passed unanimously. The Council directed the City Secretary to <br />complete the date in Article XI on Page 6 of the agreement. Bill <br />Coddington asked if taxpayers would be paying for the water and <br />wastewater, and Mayor Morris advis~d rate payers will pay. Jane <br />Wilson expressed her concern that the agreement should guarantee <br />that the minorities to be employed by CTEC (Rohr) will be San <br />Marcos residents since the City is expending so much for them to <br />locate here. The Mayor stated it is the City's desire they hire <br />locally, but the City cannot require them to hire from San <br />Marcos, and that this is a Hays County project. R. G. Phillips <br />stated he hopes there will be financial compensation to the City <br />and would like the agreement to require CTEC to pay the City <br />dividends. The Council advised Patti Wenk $278,400 would be <br />the maximum for the life of the abatement agreement. Jim Byrn <br />stated he appreciates the City Council, the Economic Development <br />Council and Chamber of Commerce working together to bring this <br />industry to San Marcos, and feels with the three working <br />together, they will represent the City well. The Council voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was <br />read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, DESIGNATING A COMMERCIAL REINVESTMENT ZONE PURSUANT <br />TO CHAPTER 312 OF THE TEXAS TAX CODE TO INCLUDE ALL OF THE <br />PROPERTY LOCATED IN THE CENTRAL BUSINESS AREA AS THAT AREA <br />IS DEFINED ON THE OFFICIAL ZONING MAP OF THE CITY OF SAN <br />MARCOS, TO BE KNOWN AS REINVESTMENT ZONE NO.3; ESTABLISHING <br />THE SPECIFIC BOUNDARIES THEREOF; MAKING CERTAIN STATUTORY <br />FINDINGS; AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading <br />and Mr. Hernandez seconded the motion. Bill Plummer requested <br />the Main Street map be used encompassing a larger area than the <br />CBA map. This map will be presented to the Council at second <br />reading. The City has received applications in the CBA area for <br />a reinvestment zone. The City Council requested tax abatement <br />resolutions on this item and the next item be scheduled for <br />Council consideration at the third reading of these Ordinances. <br />Mayor Morris opened the public hearing and asked if anyone wished <br />to speak for or against the reinvestment zone. No one did, so <br />Mayor Morris closed the public hearing. The Council voted <br />unanimously for approval of the Ordinance on first reading. <br />
