The Council directed Staff continue to try to work out an interlocal agreement for fue I. Mayor Morris introduced a discussion regarding the Lions Club's proposal at City Park and direction to Staff. B. J. Hageman advised the Council the Lions Club wanted to build an expansion for storage of more tubes and enter intò a lease with the City for the period of time still remaining on their existing lease for the additional space, and then to have a referendum election which would include the additional space on the ballot in May, 1990. Their proposed improvements would include the women's restrooms. The Council directed Staff and the Lions Club work out an agreement and present it at the next Council Meeting. Don Anders advised the Council when the storage space is not being used by the Lions, the area could be used for meetings. Mayor Morris introduced for consideration an addendum, approval of the City Manager's appointment of a Director of Planning. Mr. Gilley requested the Council table this matter to a future meeting, hopefully the June 26 meeting. Mr. Guerra moved to table this matter and Mr. Hernandez seconded the motion, which passed unanimously. Mr. Guerra moved the Council adjourn into Executive Session pursuant to Article 6252-17, Sections 2 (e), (f) and (g), V.A.C.S., to discuss pending litigation (MacKenzie vs. City) and matters where the duties of the City Attorney to the City pursuant to the Code of Professional Responsibility of the State Bar of Texas clearly conflicts with Article 6252-17; lease of real property (proposed lease for Youth Shelter); appointment, employment and duties of a public officer or employee, respectively, and Mr. Hernandez seconded the motion, which passed unanimously (9:05 p.m.). ~lr. Hernandez moved the Council reconvene at 10:53 p.m. and Mr. Moore seconded the motion, which passed unanimously. ~layor Morris introduced for consideration approval of the appointment of an Acting City Attorney and appropriate action to be taken. Mayor Morris moved to appoint Gayle Grassle as Acting City Attorney for a period not to exceed three months at a monthly salary of $3,125.00 (based on an annual salary of $37,500.00), and Mr. Hart seconded the motion, which passed unanimously.
