Phillips, Dan Gib- <br />son, Don Anders, Collette Boruff, Goerge VonderLippe, Jane Wilson, Richard <br />Dotson, John Morrisset, Kelley Kilber, Patty Sullivan and others. <br /> <br />Mayor Morris called the meeting to order at 7:30 p.m. <br /> <br />Mayor Morris introduced for consiqeration approval of appointment to <br />Senior Citizens Advisory Board. Mayor Morris moved to appoint Alice <br />Morgan and Mr. Guerra seconded the motion which passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of appointments to <br />Commission For Minorities. Mr. Hernandez moved to appoint Norma Lopez <br />and Mr. Guerra seconded the motion which passed unanimously. The other <br />appointment needed will be scheduled for the July 10, 1989 Regular <br />Meeting. <br /> <br />Mayor Morris introduced for consideration approval of appointment to <br />Ethics Review Commission. Mr. Guerra moved to reappoint Ruben Garza <br />and Mr. Hernandez seconded the motion which passed unanimously. <br /> <br />Mayor Morris introduced a report from John Specht of Guadalupe-Blanco <br />River Authority regarding filing of District and Federal Lawsuits re- <br />garding Edwards Aquifer water use and endangered species and direction <br />to staff. Mr. Specht began his report by statin~the lawsuits had been <br />filed and notice to users had been given. He gave an overview of the <br />history of the Edwards Aquifer water use to present day. He stated the <br />purpose of the suit, filed was to protect the springs and Guadalupe <br />River. Mr. Specht stated the springs had been defined as an underground <br />stream which was then subject to regulations by the water district. <br />He said that the suits filed were to encourage all users to seek a sol- <br />ution for the court in regard to protection of the springs and Guadalupe <br />River flow. He said there was a 60 day notice requirement for endandered <br />species before a suit could be filed. The notice has been sent to users <br />and the suit will be filed after the 60 day notice expired. He hoped <br />the users could come to a solution for the court. Mr. Specht expected <br />that all users would be willing to reach a solution to preserve the <br />springs and Guadalupe River and endangered species. Mayor Morris <br />thanked Mr. Specht for the report and staed the Council would be reviewing <br />the lawsuits in great detail in the very near future. <br /> <br /> <br /> <br /> <br /> <br /> <br />* Madames Kissler and Womack were not present at this meeting. <br />
