<br /> 64 <br />Regular Meeting July 10, 1989 Page 5 <br />Jack Doughty, Airport Manager, advised the City Council the <br />Minority Business Enterprise/Airport Committee is no longer <br />needed. The Council discussed if the San Marcos Industrial <br />Development Corporation Board of Directors will be needed past <br />the end of this year. The Council discussed whether or not the <br />Reinvestment Zone Number One, City of San,Marcos, Texas (JASBA) <br />was needed. There has been a request from an agent of the owner <br />that the agreement be amended to reduce the taxable value or to <br />rescind the Ordinance. The Council discussed the possibility of <br />the Mechanical Board of Adjustments and Appeals (the Council has <br />not made appointments to this Board), the Plumbing Board of <br />Adjustments and Appeals and the Building Code Board of <br />Adjustments and Appeals being combined. The Council directed a <br />Resolution be prepared to dissolve the Minority Business <br />Enterprise/Airport Committee (adopted July 23, 1984); and <br />directed an Ordinance be prepared to dissolve the Citizens' Storm <br />Drainage Advisory Board (adopted January 26, 1987). The Council <br />requested the Finance Department advise the Council regarding the <br />need for the continuation of the San Marcos Industrial <br />Development Corporation Board of Directors (Petition for Creation <br />of Board July 30, 1979; Council Resolution August 11, 1980) and <br />Mr. Gilley advise the Council if the Reinvestment Zone Number <br />One, City of San Marcos, Texas (JASBA) Board (created be <br />Ordinance adopted December 29, 1983) should be dissolved. The <br />Council wants to amend Resolution 1984-89R to make an exception <br />to allow the Fair Housing Commission members to be appointed to <br />other boards and commissions of the City since the Commission <br />only needs to meet to hear complaints of alleged discriminatory <br />housing practices within the City of San Marcos, and only on one <br />occasion has the Commission heard such a complaint; or the <br />Council wants to look at the possibìlity of combining this <br />Commission with another Board or Commission of the City. The <br />Council would like for all new board members to receive an <br />orientation, a calendar of board appointments be published, for <br />all boards of the City to meet at least annually, and for <br />information be formulated on the cost of a brochure regarding <br />city boards. <br />Mayor Morris introduced a discussion regarding a Municipal Court <br />prosecutor and direction to Staff. A budget amendment to place <br />funds in the Professional Services line item needs to be <br />accomplished before contracting arrangements are made. Ms. <br />Grassle recommended two attorneys be contracted with for <br />Municipal Court prosecution in order to avoid any conflicts of <br />interest that might arise. The Council directed whatever action <br />is needed in order to contract for prosecution be placed on the <br />next Council agenda, including a budget amendment and contracts <br />through the end of this fiscal year (September 30, 1989). <br />Mayor Morris introduced a discussion item: to receive an update <br />from the City Manager regarding maintenance and cleanup of the <br />San Marcos River. Mr. Gilley stated the San Marcos River is an <br />asset to our community. He stated the current level and flow 0 f <br />water have caused debris to tangle in the aquatic growth, and <br />that the Parks, Police and Fire Departments have provided a <br />manual cleanup. He stated there needs to be a permanent solution <br />to control the growth and control the sources of silt into the <br />river and that a hand cutter has been ordered but that this is <br />not a long-term solution. The City needs a weed cutter/harvester <br />which will prevent the cuttings from going downstream. The Parks <br />Department is looking at some equipment at this time and wants to <br />be able to purchase something that can provide maintenance year <br />round. Mr. Gilley provided brochures to the Council of equipment <br />that is being considered and stated we have budgeted $40,000 for <br />such equipment. Mr. Hart suggested the City seek alternatives, <br />such as contracting for such service. Mr. Gilley stated the City <br />has not actively pursued volunteer cleanup of the river, but <br />volunteer cleanup efforts are scheduled in September. Karen <br />
