City Council Meeting Minutes August 29, 2014 <br />bonded debt of the City. <br />11. Ordinance 2014 -47, on second and final reading, increasing rates established for <br />Water, Wholesale Water, Reclaimed Water, Wastewater Treatment, and Sewer <br />Surcharges; and including procedural provisions. <br />12. Resolution 2014 -119R adopting an Annexation and Extraterritorial Jurisdiction <br />( "ETS) Management Strategy; and declaring an effective date. <br />13. Resolution 2014 -120R expressing <br />the City <br />Council's support <br />for the proposed La <br />Cima <br />Development Project; extending <br />an offer <br />of a Development <br />Agreement to Lazy <br />Oaks <br />Ranch, L.P. pursuant to Section <br />43.035 of <br />the Texas Local <br />Government Code to <br />defer <br />annexation and continue the extraterritorial <br />status of all or any <br />part of a 634.59 <br />acre <br />tract of land within the proposed <br />project until the owners of <br />the property file any <br />type <br />of subdivision plat or related development <br />document for all <br />or any part of the <br />property; and providing an effective date. <br />14. Resolution 2014 -121 R expressing the City Council's continuing support of the <br />Paso Robles Development within Tax Increment Reinvestment Zone No. 4; directing <br />the City Staff to proceed with preparation of all documents necessary to increase the <br />total amount of project expenses eligible for reimbursement with tax increment by an <br />additional $10,000,000; and providing an effective date. <br />15. Motion, of an Out of City Utility Extension request for a proposed Griffith Ford Car <br />Dealership at the corner of Interstate 35 and Riverway Avenue including a variance to <br />City Code Section 86.003(c) which states that City Wastewater Service is only <br />available to properties which are also served by City Water Service. <br />16. Motion, changing the Tuesday, October 7, 2014 regular meeting to Monday, <br />October 6, 2014 due to National Night Out in San Marcos, and changing the Tuesday, <br />November 4, 2014 regular meeting to Monday, November 3, 2014 due to the General <br />Election. <br />17. Appointment to fill a vacancy on the Parks Advisory Board. <br />Council received Staff briefings and held discussion regarding items on the agenda for <br />September 2, 2014 Regular City Council Meeting. Council requested a summary sheet of <br />changes to the budget, the history of Council meetings with dates changed to accomodate the <br />Election and for Staff to amend the agenda to add an item approving a Position Statement from <br />the San Marcos City Council La Cima Subcommittee regarding the La Cima Development <br />Agreement. <br />III. Question and Answer Session with Press and Public. <br />None. <br />'V.
