80 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, JULY 24, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Rick Hernandez Council Members Billy G. G. Phillips, Richard Dotson, Glen Longley and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to the Parks and Recreation Advisory Board. Ms. Kissler moved to appoint Harvey Mathews to complete a vacancy and Mr. Hart seconded the motion, which passed unanimously (Mr. Guerra present at 7:47 p.m.). Mayor Morris introduced for consideration approval of two appointments to the Historic Preservation Commission to complete vacancies. No names were submitted and these appointments will be rescheduled for the August 14, 1989 Council Meeting. Mayor Morris introduced for consideration approval of an appointment to complete a vacancy on the Commission for Minorities. Mr. Guerra moved to appoint Billy Elliot and Mayor Morris seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Capital Area Planning Council (CAPCO) General Assembly. Mayor Morris moved to appoint Betty Jane Kissler and Mr. Moore seconded the motion. On roll call the following vote was recorded: AYE: Moore, Hernandez, Hart, Morris, Guèrra, Plummer. NAY: None. ABSTAIN: Kissler. Mayor Morris introduced the receiving of the Library Board's Semi-Annual Report. Shirley Boemerman, Chairperson of the Board, reviewed with Council a written report from the Board, a copy which is attached to these minutes. Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THAT ORDINANCE ADOPTED AUGUST 29, 1988, WHICH SET FORTH AN ITEMIZED ESTIMATE OF THE EXPENSE OF CONDUCTING EACH ADMINISTRATIVE UNIT OF THE MUNICIPAL * Mr. Guerra was present at 7:47 p.m.
