Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of an appointment to the Main Street Advisory Board to complete a vacancy. Mr. Plummer moved to appoint Walter "Bud" Buckner and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of an appointment to the Plumbing Board of Adjustments and Appeals to complete a vacancy. Mr. Hart moved to appoint Phillip Blizzard, Master Plumber, and Mr. Plummer seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of two appointments to the Housing Authority Board. Mayor Morris moved to reappoint Dolores Crittendon and reappoint John Diaz and Mr. Hernandez seconded the motion, which passed unanimously. Mayor Morris introduced for consideration approval of two appointments to the Historic Preservation Commission to complete vacancies. Mr. Plummer moved to appoint Dick Henderson as a person who has demonstrated an interest in the history of San Marcos and appoint Janie Belle Marney as a member from the Downtown Historic District and Mr. Guerra seconded the motion, which passed unanimously. Mayor Morris introduced a formal public hearing on the 1989-1990 Budget, including all funds in the following categories: (1) General Fund; (2) Special Revenue Fund; (3) Debt Service Fund; (4) Capital Project Funds; (5) Enterprise Funds; and (6) Trust and Agency Funds. Mayor Morris opened the public hearing and asked if anyone wished to speak regarding the Budget. Joe Patak, a member of a group called Hays County Community Recycling, proposes the City Council budget $65,000 in this year's budget for the creation of a curbside residential collection of recyclable wastes. They are requesting next year the City budget to acquire the necessary permits for the residential collection * Mr. Moore was not present at this meeting.
