13) Tax certificates indicating that payment of all current tax obligations (County. City, school, etc.) has <br />occurred. <br />B) Preliminary Plat applications shall be accompanied by the Preliminary Engineering Plan showing the <br />general arrangement of infrastructure and drainage. The maximum acceptable sheet size for Preliminary <br />Engineering Plans is 24° x 36 ". Preliminary Engineering Plan submittals shall contain the following <br />information: <br />1) Topographic contour lines at one (1') foot or two (2') foot intervals with sufficient accuracy to permit the <br />planning of drainage, streets, and other proposed improvements. Contour lines at greater intervals in <br />steep areas will be acceptable subject to approval by the County Engineer. Datum and data sources <br />must be noted on the plan. <br />2) A drainage plan drawn at a scale with no less definition than provided in the Preliminary Engineering <br />Plan and including stormwater channel alignments with drainage structures, drainage easements with <br />course and distance of centerlines and boundaries, lot lines, street layout, proposed inlets, culverts, <br />roadside ditches, channel sections and sideslopes, bridges, channel improvements, levees or berms, <br />and fill areas. The limits of the 100 -year floodplain shall be depicted including the width of overflow and <br />backwater at roadways. <br />3) If the subdivision intends to utilize a water distribution, wastewater collection or recycled water system, <br />plans shall be included indicating the typical assignment and trench details, preliminary pipe sizes and <br />alignments, any lift stations / pump stations / etc, and any connection points to adjacent properties or <br />existing roadways. <br />C) Preliminary Plat applications shall be accompanied by an Engineering Summary Report. The summary <br />report shall be signed and sealed by the Professional Engineer responsible for the Preliminary Engineering <br />Plan and shall address the following: <br />1) Proposed drainage systems including an engineering drainage report to support all drainage designs <br />with complete computations provided in an orderly manner and clearly stated assumptions and design <br />basis. <br />2) If any revision to a FEMA Flood Insurance Study is required, a detailed discussion of the character the <br />changes to the floodplain. <br />3) Specification of Groundwater Districts with jurisdictional authority and a discussion of applicable rules <br />and constraints associated with protection of local groundwaters. <br />4) If proposed streets are to be privately owned, specification of the proposed means for collecting dues <br />from associated property owners; or for providing property tax assessments sufficient to support <br />annual maintenance costs and to support a sinking fund for long term street rehabilitation. <br />5) If individual, private, onsite wastewater disposal facilities are to be used, preliminary written approval <br />for use of these systems must be provided from the regulatory agencies in Caldwell County <br />responsible for review of onsite waste disposal facilities. <br />6) If water and/or wastewater services are to be provided by a municipality, corporation, or district, <br />confirmation from the municipality, corporation, or district by certified letter or affidavit of a willingness <br />to serve the proposed development including assurance that sufficient water and/or wastewater <br />capacity is available. <br />14 <br />
