122 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUGUST 16, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tern Rick Hernandez Council Members Billy G. Moore Ronald K. Hart Fred Guerra Betty Jane Kissler * Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack Director of Finance Donna Farley Director of Public Works George Boeker Fire Chief Dan O'Leary Director of Personnel Carolyn Liner Director of Library Stephanie Langenkamp Also Present: Patty Wenk, Rachel Vasquez, Richard Dotson, Wayne Moore, Melissa Millecam, Dan Nelson, Jenny Kile, Ray Berry, Nick Caruso, Larry Dupont, Nina pryatel, R. G. Phillips, Teresa Special, Bill Coddington, Virginia May, Jane Hughson and others. Mayor Morris called the meeting to order at 6:15 p.m. Mayor Morris introduced the Council would receive the official appraisal roll for 1989 which has been certified by the Hays County Appraisal District. Ms. Farley presented the certified roll to the Council. Mayor Morris introduced the Council would receive the effective tax rate for 1989 and the tax rate calculations. Ms. Farley provided the Council with the calculations, worksheets and reviewed same with Council. Mayor Morris introduced for consideration approval to hold a Public Hearing on a proposal to increase the total tax revenues from properties on the tax roll in 1988 by more than three (3%) percent. Mr. Moore moved to approve the holding of a public hearing on the proposal to increase the total tax revenues from properties on the tax roll in 1988 by more than three (3%) percent and Mr. Hart seconded the motion, which passed unanimously. The City Secretary was directed to publish notice of the public hearing on the tax rate for the hearing to be held August 28, 1989 at 6:00 p.m. The meeting adjourned at 7:47 p.m. on motion made by Mr. Hernandez and seconded by Mr. Moore (Mr. Plummer present at 7:45 p.m.). mÆ.~ Kathy .
