Phillips, Rachel Vasquez, Patty vJenk, Dan <br />Nelson, Larry Dupont, Jenny Kile, Nick Caruso, Ray Berry, Wayne <br />Moore, Richard Dotson and others. <br />Mayor Morris called the meeting to order at 10:10 p.m. <br />Mayor Morris introduced for consideration approval to hold a <br />public hearing on a proposal to increase total tax revenues from <br />properties on the tax roll in 1988 by more than three (3 %) <br />percent. No action was needed on this item, as the City Council <br />does not propose to increase property taxes by more than three <br />percent. <br />Mayor Morris introduced direction for publication of a notice of <br />the public hearing on the tax rate (proposed date: August 30, <br />1989 at 6:00 p.m.). The Council advised no publication will be <br />necessary as the City Council will not increase property taxes by <br />more than three percent. <br />Mayor Morris introduced for consideration approval for provision <br />of legal services by Soules and Wallace and direction to Staff. <br />The City Council held a discussion with Steve Kosub of Soules and <br />Wallace regarding provision of legal services. Mr. Kosub advised <br />the Council the City of San Marcos could contract for less than <br />was budgeted for the Legal Department. Mr. Kosub recommended the <br />Council retain a local attorney for the provision of Municipal <br />Court prosecution. He stated it was too soon for him to be able <br />to assess the workload of the Legal Department, having worked <br />only two weeks with the City of San Marcos. He stated he <br />provides legal services for the City of Seguin for <br />$35,000-$40,000 per year. He stated the services provided Seguin <br />do not include Municipal Court prosecution or staffing at any <br />board or commission meetings. ~-1r. Kosub stated he does not <br />handle litigation, but other members of his layV' firm do provide <br />this service for cities. No action was taken regarding this <br />matter. <br />Mayor Morris introduced for consideration an Executive Session <br />pursuant to Article 6252-17, Section 2(g), V.A.C.S., to discuss <br />employment of a public employee (City Attorney). ~1r. Plummer <br />moved the Council adjourn into Executive Session at 10:30 p.m. <br />and Mr. Hart seconded the motion, which passed unanimously. <br />
