Mr. Moore moved to appoint Leslie Perez to <br />complete the vacancy and Mr. Guerra seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Morris introduced for consideration approval of an <br />appointment to the San Marcos Electric Utility Board to complete <br />a vacancy. In Ms. Kissler's absence, Mayor Morris moved to place <br />the name of J. E. Younger into nomination on behalf of Ms. <br />Kissler and Mr. Guerra seconded the motion. Mayor Morris then <br />moved to appoint C. D. Parman and Mr. Plummer seconded the <br />motion. On roll call the following vote was recorded: <br /> <br />Younger: Hernandez, Hart, Guerra. <br /> <br />Parmer: Moore, Morris, Plummer. <br /> <br />Neither nomination received a quorum, and this matter will be <br />rescheduled. <br /> <br />Mayor Morris introduced a presentation by Martha Latta, Chair of <br />the Mayor's Water Conservation Committee, regarding the Water <br />Conservation Report. Ms. Latta introduced the members of the <br />temporary committee. Ms. Latta stated the recommendation made <br />could become a way of life in San Marcos and thinks the committee <br />should be established as a permanent committee of the Council and <br />possibly employment of a staff person is needed to implement the <br />report. Mayor Morris advised the 89-90 budget sets aside funds <br />for a rate study, design and surface water fund. The City <br />Manager will distribute the suggestions of the committee to the <br />staff, boards and commissions to have the recommendations <br />implemented which are feasible. Mr. Moore asked the City Manager <br />if a utility board should be established for this purpose. Mr. <br />Gilley stated a utility board is not needed and that a division <br />within the Public Works Department, Water Management Division, <br />would be feasible, as Mr. Boeker's department has already done <br />many things to put in place water conservation in San Marcos. <br /> <br />* Ms. Kissler was not present at this meeting. <br />
