He <br />stated usually with a city of 40,000 population the net savings is around <br />$1.2 million. He also stated usually the strategy a city will take is to <br />work with a private provider so they would bear the after costs. Mayor <br />Narvaiz inquired to the release of the RFP and the implementation. Mr. <br />Cooper stated the release of the RFP will be in early summer. The Council <br />then voted unanimously for adoption of the Resolution. <br />Mayor Narvaiz introduced a public hearing and for consideration approval of <br />an Ordinance on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />DESIGNATING THE CIVIL AIR PATROL BUILDING A, THE COMMEMORATIVE AIR <br />FORCE HANGAR, AND THE GRAHAM AIR CONTROL TOWER AS HISTORIC LANDMARKS; <br />AND INCLUDING PROCEDURAL PROVISIONS. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Narvaiz closed the public hearing. Mr. Jones moved for <br />approval of the Ordinance on first reading, and Ms. Robertson seconded the <br />motion. Mr. O'Leary stated originally there were four building in this <br />request and after discussion by the Planning and Zoning Commission, Airport <br />Commission, Historic Preservation and the Council the request has been <br />amended to designate three structures as historic. Mr. Thomaides inquired <br />to whether this request follows the Planning and Zoning Commission's <br />recommendation. Ms. Robertson stated the Planning and Zoning Commission <br />recommended the better of the two dormitories be kept. Mr. Bose inquired to <br />the older tower repair status. Mr. O'Leary stated there are no funds at this <br />time to repair the older tower. The Council then voted unanimously for <br />adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2006 -2007 BUDGET TO FUND HIRING A GRANT CONSULTANT <br />FOR RIVER PROJECTS; TO FUND CERTAIN PROJECTS RELATED TO RIVER <br />IMPROVEMENTS, INCLUDING PARK RANGERS AND LITTER CONTROL; AND, TO <br />PROVIDE MATCHING FUNDS FOR A FEMA GRANT GIVEN TO THE FIRE DEPARTMENT; <br />AND DECLARING AN EMERGENCY. <br />Mr. Jones moved for adoption of Ordinance on emergency, and Ms. Robertson <br />seconded the motion. Mr. O'Leary stated this budget amendment is to cover <br />the costs associated with three projects. The first project is to place <br />funds for a contract for lobbying services to assist with a Corp of <br />Engineers grant for river maintenance. This moves $45,000.00 from General <br />Fund balance into a line item for this expense and $45,000.00 from the <br />Water /Wastewater fund balance into another line item for this expense. The <br />
