Regular Meeting February 20, 2007 Page 2 <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />received an update and provided direction regarding hiring counsel. <br />Mayor Narvaiz led the Pledge of Allegiance. <br />Mayor Narvaiz introduced the Citizen Comment Period. 1) Sherri Bilson stated <br />she wished to speak regarding Item 12, adoption of Ordinance. She <br />encouraged the Council to delay the adoption of the Freeport exemption. She <br />encouraged the Council to learn more about the exemptions and how it will <br />affect the City budget. 2) Kenneth Dees stated he wished to speak regarding <br />Item 21, approval Ordinance on first reading. He stated a meeting was held <br />with members of the neighborhood and City Staff. He also stated a consensus <br />was reached for a no parking time zone on Alamo Street. He stated he feels <br />there will still be a parking issue at the end of the street. 3) Gloria <br />Salazar stated she wished to speak regarding Item 12, adoption of Ordinance. <br />She encouraged the Council to support the Freeport exemption. She stated <br />she feels we are in a changing society and San Marcos needs to keep up with <br />the changes. 4) Dianne Wassenich stated the San Marcos River Foundation held <br />their annual meeting and gave an award to the City of San Marcos. She <br />stated several Council Members were present to accept the award on behalf of <br />the Staff and Elected Officials. She also stated she was pleased to see the <br />award hanging in the Council Chambers. <br />Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not <br />have a report. <br />Mayor Narvaiz introduced City Council Reports. 1) Mr. Thomaides stated he <br />attended the Women's Entrepreneurs events. He thanked Johnnie Armstead, Amy <br />Kirwin, and Kim Porterfield for their hard work. 2) Mr. Thomaides stated he <br />read an article in the Austin American Statesman about the effort to create <br />an Austin Climate Protection Plan. He stated he feels this should be part <br />of the Visioning Workshop. 3) Mr. Jones thanked the citizens who spoke <br />tonight. 4) Mr. Jones stated he attended the Women Entrepreneurs events. <br />He also thanked Amy Kirwin for her mentoring program. 5) Ms. Couch thanked <br />all the citizens for taking the time to come and speak tonight. 6) Mr. Bose <br />thanked the Parks Department for hosting the Sweetheart Dance.7) Mr. <br />Guerrero stated he and his wife visited the Animal Shelter and ended up with <br />a dog. He thanked the Staff of the Animal Shelter for their hard work at <br />the shelter. 8) Mayor Narvaiz congratulated the City Clerk's Office and <br />particularly Margaret Salinas for receiving a 99.6% rating regarding <br />passport accuracy with the U.S. Department of State. 9) Mayor Narvaiz <br />stated San Marcos was recognized twice in the Conference of Mayor's best <br />practices. 10) Mayor Narvaiz provided a written report of her activity <br />report during the weeks of February 6, 2007 to February 20, 2007. 11) <br />Donovan Knight stated the Alliance Student Government is in support of Item <br />21, Alamo Street signage. 12) Donovan Knight stated the Alliance Student <br />Government passed legislation in support of the Pass Thru Financing for Hay <br />County. He provided a copy of the Legislation. <br />Mayor Narvaiz introduced for consideration approval of the minutes of the <br />
