Regular Meeting February 6, 2007 Page 10 <br />and Washington, D.C. The Council then voted unanimously for the adoption <br />of the Ordinance on emergency. <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE CITY'S 2006 -2007 BUDGET TO REPLENISH FUNDING FOR SEVERAL <br />DEPARTMENTAL OVERTIME ACCOUNTS; AND DECLARING AN EMERGENCY. <br />Mr. Jones moved for adoption of the Ordinance on emergency, and Mr. <br />Thomaides seconded the motion. Mr. O'Leary stated this Ordinance to <br />replenish the overtime costs associated with the recent winter storm and <br />tornado responses. He also stated Staff will work on getting reimbursement <br />from the State, if they declare this a disaster. Mr. Bose inquired to <br />which departments will be replenished. Mr. O'Leary stated the departments <br />who are included in this replenishment are Police Department, Fire <br />Department, Public Works and Electric Utility Department. The Council then <br />voted unanimously for adoption of the Ordinance on emergency. <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE <br />SAN MARCOS CITY CODE BY AMENDING THE SPEED LIMIT OF MILL STREET; <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Guerrero moved for approval of the Ordinance on first reading, and Mr. <br />Thomaides seconded the motion. Mayor Narvaiz stated she and Commissioner <br />Ingalsbe are working on the Mill Street issues. She thanked Sabas Avila, <br />Assistant Director of Engineering, for his hard work. The Council then <br />voted unanimously for approval of the Ordinance on first reading. <br />Mayor Narvaiz introduced a discussion and received a presentation regarding <br />the proposed development at IH -35 and McCarty Lane and direction to Staff. <br />Mr. O'Leary introduced Melissa Matthiesen and John Anders from Stonecreek <br />Crossing Development. They provided a PowerPoint presentation on the <br />history of the PDD, which was approved by the Planning and Zoning <br />Commission. The PowerPoint also provided a 3 -D review of the proposed <br />site. Mr. Thomaides stated he wants to make sure that the renderings that <br />are being shown are what will be built. Mr. Anders stated that the 3 -D <br />model is a representation of the landscape architects plans. He stated the <br />model of Target and J. C. Penny will be identical to these pictures. Mr. <br />Bose inquired about the water and run off water. Mr. Anders stated the <br />ponds around the entrance will handle the development. Ms. Robertson <br />stated this rendering has improved since the last rendering she saw. She <br />thanked the Staff for their hard work. Mr. Bose inquired as to whether the <br />electricity would be underground. Mr. Anders stated that there would be <br />
