7 Regular Meeting September 25, 1989 Page 7 Adoption of Ordinance on third and final reading: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING CHAPTER 29 - TRAFFIC, ARTICLE VI, SECTION 29-150 OF THE SAN MARCOS CODE OF ORDINANCES BY THE ADDITION OF A NO PARKING TOW-AWAY ZONE ON THE EAST SIDE OF GIRARD STREET BETWEEN CLYDE AND EARLE STREETS, AND DECLARING AN EFFECTIVE DATE. Adoption of Resolutions: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE SUBMISSION OF A GRANT APPLICATION FOR A TRAFFIC LIGHT SYNCHRONIZATION PROGRAM IN THE CITY OF SAN MARCOS, AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE MAYOR TO EXECUTE AN AMENDMENT TO THAT AGREEMENT BETWEEN CITY OF SAN MARCOS AND COUNTY OF HAYS FOR EMERGENCY MEDICAL SERVICES AND DECLARING AN EFFECTIVE DATE. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPOINTING MRS. TESS NORRIS TO THE BOARD OF DIRECTORS OF THE CAPITAL AREA HOUSING FINANCE CORPORATION AND DECLARING AN EFFECTIVE DATE. Mayor Morris introduced for consideration Item 10.D. (1) removed from the consensus agenda, adoption of a Resolution, the caption which was read as follows: A RESOLUTION AUTHORIZING INITIATION OF CONDEMNATION PROCEEDINGS AGAINST MAC HOWARD AND RUTH HOWARD TO ACQUIRE A 1.307 ACRE PERMANENT DRAINAGE EASEMENT IN CONNECTION WITH DRAINAGE IMPROVEMENTS IN THE CITY OF SAN MARCOS. Mr. Hart moved for adoption of the Resolution and Ms. Kissler seconded the motíon. Mr. KQsub advised the Council there were three more easements to be acquired in addition to this one. Mr. Hart asked if there was a method of approach to property owners to negotiate the easements. Mr. Gilley responded there are standard procedures for negotiating for easements, but when the City is unsuccessful, we look for other methods to acquire them. The Council voted unanimously for adoption of the Resolution. Mayor Morris introduced for consideration Item 10.D. (5) removed from the consensus agenda, adoption of a Resolution. The caption was not read into the record but reads as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, APPROVING A SAN MARCOS RIVER STEWARDSHIP PROGRAM AGREEMENT BETWEEN SAID CITY AND SOUTHWEST TEXAS STATE UNIVERSITY FOR STEWARDSHIP AND MAINTENANCE OF THE SAN MARCOS RIVER; AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT; AND DECLARING AN EFFECTIVE DATE. Mayor Morris moved to table consideration of this Resolution to the next Regular Meeting and Mr. Hernandez seconded the motion. On roll call the following vote was recorded: AYE: Hernandez, Hart, Morris, Kissler, Plummer. NAY: None. ABSTAIN: Moore. (Mr. Guerra not present in the Council Chambers to vote on this item) .
