27 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, OCTOBER 9, 1989 PRESENT: Mayor Kathy M. Morris Mayor Pro-Tem Rick Hernandez Council Members Billy G. Moore Ronald K. Hart Fred Guerra Betty Jane Kissler Bill Plummer City Manager Larry Gilley City Secretary Janis K. Womack City Attorney Mark Taylor Director of Parks and Recreation Rodney Cobb Director of Planning Mary Martinez Director of Env. and Engineering Steve Jenkins Also Present: Nina Wright, Steve Smith, Jane Hughson, Rachel Vasquez, Patty Wenk, Jenny Kile, Sheri Sanderson, Collette Boruff, Mike Davi s, Jerry Romero, Virginia May, Nina pryatel, Jim Gandy, Sarah Scott, John Diaz, Dr. Donnie Wilson, Richard Medina, Kelly Franks, Donna Thomason, Mel Roberts, Lisa Dvorak, Richard Dotson, Jim Tidwell, Vicki Hardin, Nick Caruso, Jorge Rodriguez, Bill Coddington, R. G. Phillips and others. Mayor Morris called the meeting to order at 7:30 p.m. Mayor Morris introduced for consideration approval of appointments to the Blue Ribbon Bond Committee (Tempor ary). Mr. Moore moved to appoint Larry Franks and Beth Wolpman; Mr. Hernandez moved to appoint George Boemerman and Tony Cruz; Mr. Hart moved to appoint Rose Brooks, Harris Koch and Tommy Cuevas; Mayor Morris moved to appoint Bob Kercheville and Rachel Vasquez; Mr. Guerra moved to appoint Larry Dupont, Pete Rodriguez and Jeff Kester; Ms. Kissler moved to appoint Karl Brown, Joe Cox, Jr. and Rebecca Bell-Metreau; and Mr. Plummer moved to appoint Ofelia Vasquez-Philo, Lee Hudman and Russell Thornton. Billy Moore and Betty Kissler will serve as the 2 Council Members for the Bond Committee and Martha Latta has agreed to meet with the Bond Committee when they need water information. The Planning and Zoning Commissions, Public Transportation Committee (Temporary) and City/County Task Force - Convention Center (Temporary) are to designate representatives to serve on the Blue Ribbon Committee. The Council voted unanimously for approval of these appointments. Mr. Hernandez will make one more appointment at the next meeting. Mayor Morris introduced for consideration approval of appointments to the Public Transportation Committee (Ad Hoc Steering Committee to Study Feasibility of Transportation System) (Temporary). Mr. Moore moved to appoint Handler Smith; Mr. Hernandez moved to appoint Bryan Hoot; Mr. Hart moved to appoint Dr. Phil Sladek; Mayor Morris moved to appoint Amanda Ruiz; and Jerry Romero will serve as the Chamber of Commerce's appointment. Fred Guerra and Bill Plummer will serve as the two Council Members for the Transportation Committee; Larry Gilley, the City Manager, will serve on the Transportation Committee and Kathy Voges will serve as the representative from SWT. The Hispanic Chamber of Commerce and the Tourist Development Council are to designate representatives to the Transportation Committee. The Council voted unanimously for approval of these appointments. Ms. Kissler, Mr. Guerra and Mr. Plummer will make their appointments at the next meeting. Mayor Morris introduced for consideration approval of appointments to the City/County Task Force for a Convention Center (Temporary). Mr. Moore moved to appoint Jane Hughson; Mayor Morris moved to appoint Al McGehee and John Diaz and to state Dr. Supple's appointment from SWT is Dr. John Powell; Ms.
