City Council Meeting Minutes October 6, 2014 <br />hours for use of automatic sprinkler irrigation systems during stage 1, stage 2, and <br />stage 3 of the Drought Response Plan; providing a savings clause; providing for the <br />repeal of any conflicting provisions; and providing an effective date. <br />A motion was made by Council Member Scott, seconded by Council Member Thomason, to <br />approve Ordinance 2014 -60, on the first of two readings. Council also provided direction for Staff <br />to schedule a workshop regarding the conservation ordinance and drought response plan. The <br />motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />27. Consider approval of Ordinance 2014 -61, on first and final reading, amending <br />Ordinance 2014 -44, on emergency, editing the Early Voting locations and times for <br />the General City Election by adding an additional day at Texas State University - San <br />Marcos and adding Seton Medical Center Hays as an Early Voting Location; declaring <br />an emergency; and providing an effective date. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Thomason, to <br />approve Ordinance 2014 -61, on first and final reading. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />28. Consider approval of Resolution 2014 -144R authorizing the City Manager or his <br />designee to execute a Development Agreement with La Salle Holdings Ltd, on behalf <br />of La Salle Holdings Limited, FM 158 Land Ltd, Kyle Three Partners, and Cedar <br />Stump Limited for approximately 2,750 acres of land in the City of San Marcos' <br />Extraterritorial Jurisdiction; and providing an effective date. <br />A motion was made by Council Member Scott, seconded by Council Member Prewitt, to approve <br />Resolution 2014 -144R. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />29. Consider approval, by motion, of an appointment by Deputy Mayor Pro Tern Becak to <br />fill a vacancy on the Comprehensive Plan Oversight Committee. <br />A motion was made by Deputy Mayor Pro Tern Becak, seconded by Council Member Scott, to <br />appoint Jim Pendergast to the Comprehensive Plan Oversight Committee.
