<br />Weber coming before the Council to let the Council know of the
<br />problem they are experiencing. Mr. Gilley stated the University
<br />has some construction in this area in progress. There is heavy
<br />pedestrian traffic in this area and visibility problems for the
<br />vehicle traffic could cause a safety factor. Mr. Gilley stated
<br />in response of Mr. Weber's statement that no parking notice was
<br />given, the zones are marked with signs and the curbs are painted
<br />to indicate no parking, but that he welcomes dialogue of the
<br />students' concerns. Mayor Morris stated it is the duty of the
<br />City to make the streets safe for all users of the streets and to
<br />do what is best for the community. The Council directed Staff to
<br />look at this area again and bring any possible recommendations
<br />and for Mr. Weber to be notified when this matter is on the
<br />agenda again. Mr. Plummer stated there is a safety factor
<br />involved with this area, as pedestrians cross between cars rather
<br />than at the intersections, and therefore are not visible to
<br />vehicle traffic (Mr. Moore present at this time - 8:20 p.m.).
<br />Ted Breihan stated he drives this street on occasion and would
<br />like the no parking to continue. Mr. Guerra stated the students
<br />have a concern regarding recent Council actions in the area of
<br />the campus, and that it is perceived by the students to be
<br />actions taken against their needs. Mr. Guerra stated although
<br />the City may not be able to accommodate the students' wishes, he
<br />is in hopes the City can find some middle ground. Mr. Gil Peyton
<br />of the SWT Police Department stated the safety factor is more
<br />important than the twenty parking spaces being made available.

<br />During question and answer session, it was consensus of Council
<br />to change the November 27, 1989 Regular Meeting date to November
<br />29, 1989 at 7:30 p.m.
<br />
<br />Mayor Morris introduced for consideration an Executive Session
<br />pursuant to Article 6252-17, Sections 2(e) and (g), V.A.C.S., to
<br />discuss pending litigation (GBRA vs. City of Lytle, Et AI; Allen
<br />vs. City); and evaluation of public employees (City Manager, City
<br />Secretary and Municipal Court Judge), respectively. Mr. Plummer
<br />moved the Council adjourn at 8:30 p.m. and Mr. Moore seconded the
<br />motion, which passed unanimously.

<br />Mr. Plummer moved the Council reconvene at 11:28 p.m. and Mr.
<br />Moore seconded the motion, which passed unanimously (Mr. Guerra
<br />left the meeting at 10:00 p.m.).
<br />
<br />The meeting adjourned at 11:30 p.m. on motion made by Mr.
<br />Hernandez and seconded by Mr. Moore.
