<br />114 <br />Regular Meeting November 29, 1989 Page 4 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING FREE PARKING IN METERED PARKING STALLS IN <br /> THE CENTRAL BUSINESS DISTRICT FROM THURSDAY, NOVEMBER 30, <br /> 1989, THROUGH SUNDAY, DECEMBER 31, 1989, AND DECLARING AN <br /> EFFECTIVE DATE. <br />Mayor Morris introduced for consideration approval to set <br />salaries and effective dates of the following Council <br />appointees (City Manager, City Secretary and Municipal Court <br />Judge). Mr. Plummer moved to set the City Manager's salary at <br />$56,242.00 effective September 5, 1989 and Mr. Moore seconded the <br />motion, which passed unanimously. Ms. Kissler moved to set the <br />City Secretary's salary at $27,401.00 effective August 23, 1989 <br />and Mr. Plummer seconded the motion, which passed unanimously. <br />Mr. Plummer moved to set the Municipal Court Judge's salary at <br />$37,040.00 effective September 27, 1989, which includes $1,059.00 <br />salary adjustment and $705.00 raise and Mr. Moore seconded the <br />motion, which passed unanimously. <br />Mayor Morris introduced a discussion, the City Manager's Report. <br />Mr. Gilley advised Donna Farley, the Finance Director, had <br />submitted her resignation. The Fire Department will be <br />instructing their swift water rescue class this weekend. <br />Starting in December, street sweeping will be done regularly in <br />residential areas, downtown and at the airport. Randolph-Brooks <br />Federal Credit Union will be opening an office in San Marcos. <br />The Knox Street project will begin soon (Mr. Hart present - 8:30 <br />p.m.). The notice to proceed on the waterline project for CTEC <br />was issued November 28 and the project should be completed in <br />30-45 days. <br />Mayor Morris introduced a discussion regarding the designation of <br />angle parking on Comanche Street in front of 425 Comanche and <br />direction to Staff. The Council expressed concern for the access <br />of emergency vehicles and felt if changed to angle parking would <br />create a serious safety problem. It was consensus to leave <br />parallel parking. <br />Mayor Morris introduced a discussion regarding a parking survey <br />on Hutchison Street between Guadalupe and Comanche Streets and <br />direction to Staff. The Council wants to know how many feet from <br />the corners are designated no parking, does the Police Department <br />have a recommendation regarding parking in this area, and doe s <br />the Police Department have a survey of accidents occurring in <br />this area? <br />Mayor Morris introduced a discussion of the City of San Marcos' <br />participation in the San Marcos proposal to the Confederate Air <br />Force. Vicki Fruit of the Economic Development Council reviewed <br />with the Council a proposal, possibilities for financing and a <br />listing of the Confederate Air Force's needs. It is estimated it <br />would cost the City $1.7 million to provide wåter and wastewater <br />to the Wade property. Mayor Morris stated SWT has property <br />adjacent to the Airport and possibly the City could trade <br />City-owned property for SWT's property. Monty Nitcholas of First <br />Southwest Company, the City's bond consultant, advised the <br />Council with Certificates of Participation a building would be <br />owned by the finance corporation and leased. If the City only <br />pledges the revenues generated from C.A.F., it would be difficult <br />to finance, as the holder would want more backing. The City <br />would need to obligate additional funds, such as hotel/motel tax, <br />to strengthen the commitment. John Anderson, Chairman of the <br />Airport Commission, stated the Commission supports the City's <br />effort to locate C.A.F. at the Airport. Jack Doughty advised <br />C.A.F. would have to pay for usage of the Airport's runways. The <br />Council requested a listing of information be provided to the <br />Council what other investors are willing to provide. <br />
