<br />Regular Meeting <br /> <br />January 17, 2006 <br /> <br />5 . <br />Page 5 <br /> <br />I <br /> <br />Mayor Narvaiz introduced for consideration Item 15, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A LIST OF APPLICANTS ELIGIBLE FOR ASSISTANCE FROM THE TEXAS <br />HOME INVESTMENT PARTNERSHIPS PROGRAM OWNER-OCCUPIED ASSISTANCE FUND <br />THROUGH THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS; <br />AUTHORIZING CITY STAFF TO MOVE FORWARD IN THE GRANT ADMINISTRATION <br />PROCESS WITH THESE APPLICANTS; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Diaz moved for adoption of the Resolution, and Mr. Guerrero seconded <br />the motion. Mr. O'Leary stated the City received a HOME grant through the <br />Texas Department of Housing and Community Affairs for the purpose of <br />reconstructing or rehabilitating homeowner-occupied residences for <br />extremely low income San Marcos families. He stated because of the <br />deterioration of most the applicant's homes that the homes included in this <br />project will be reconstructed. He stated reconstruction entails city <br />employees demolishing the existing homes and clearing the lots, which is <br />the City's match portion. Janis Hendrix, CDBG Coordinator, stated this <br />grant is based on the commitment of households with special needs. She <br />stated the applications were ranked according to income and additional <br />points were awarded for persons 62 years or older in the household and for <br />I disabilities. She stated 14 applications were ranked and 7 homes will <br />receive the grant this year. Mr. Jones stated citizens felt the homes <br />should be visited. Carol Barrett, Director of Planning, stated homes were <br />visited in the event of ties. Ms. Hendrix stated the Council can redo the <br />criteria, which will need to be approved by the State. She stated the <br />grant is to target certain population areas with extremely low income and <br />special needs. She stated the grants are based on applications and not <br />structure. Mr. Guerrero inquired as to the years the grant, has been <br />offered. Ms. Hendrix stated this is the first year for the grant and the <br />City has been approved for a second year. She stated next year the extra <br />point for special needs has been eliminated. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Narvaiz introduced for consideration Item 17, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />1 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE CITY'S CONTRIBUTION OF $140,006.75 IN ADDITIONAL FUNDS <br />TO THE WONDER WORLD DRIVE RAILROAD OVERPASS PROJECT FOR THE ADDITION <br />OF SIDEWALKS; AUTHORIZING THE CITY MANAGER TO EXECUTE TEXAS DEPARTMENT <br />OF TRANSPORTATION CHANGE ORDER NUMBER 5 ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />
