<br />140. <br /> <br />Regular Meeting <br /> <br />February 21, 2006 <br /> <br />Page 2 <br /> <br />prospect that the City seeks to have locate, stay or expand in or near the <br />City and with which the City is conducting economic development <br />negotiations, or to deliberate the offer of a financial or other incentive <br />to such a business prospect (North IH35 area). The Council adjourned into <br />Executive Session at 6:04 p.m. <br /> <br />I <br /> <br />Mayor Narvaiz announced the Council would reconvene at 7:00 p.m. (See Page <br />10 for continuation of Executive Session) . <br /> <br />Mayor Narvaiz introduced for consideration adoption or direction to Staff <br />on matters discussed in Executive Session. Mr. O'Leary stated the Council <br />discussed the duties of a public officer, but no direction was provided. <br /> <br />Mayor Narvaiz lead the Pledge of Allegiance. <br /> <br />Mayor Narvaiz introduced the Citizen Comment Period. No one signed up to <br />speak. <br /> <br />Mayor Narvaiz introduced the Staff Report. 1) Mr. O'Leary stated the <br />Planning and Zoning Commission heard a CUP liquor license violation, which <br />the applicant will be appealing to the Council. He stated the Council has <br />scheduled a Workshop for March 9, 2006 from 6:00 p.m.-7:00 p.m. and this <br />appeal could be added to the Agenda, which will change the meeting to a <br />Special Meeting. <br /> <br />I <br /> <br />Mayor Narvaiz introduced the City Council Reports. 1) Mr. Jones stated he <br />attended the TML meeting in Corpus Christi, which covered elected official <br />issues. He stated he attended meetings regarding unfunded mandates and <br />building a better relationship with your City Manager. 2) Mr. Jones stated <br />he attended the Hispanic Chamber of Commerce Awards Banquet. He thanked <br />the Hispanic Chamber of Commerce for a job well done. 3) Mr. Jones stated <br />he has had several citizens visit his office. He stated he has had several <br />citizens inquire as to the possibility of rerouting truck traffic from <br />Hopkins. 4) Mr. Thomaides stated he also attended the Hispanic Chamber of <br />Commerce Awards Banquet. He thanked Texas State University for allowing <br />the Hispanic Chamber of Commerce to use the Student Center Ballroom. 5) <br />Mr. Thomaides thanked the Associated Student Government for interviewing <br />him, which was in the University Star February 15 issue. 6) Mr. Mihalkanin <br />stated he had experienced the railroad crossings at CM Allen Parkway, LBJ, <br />Patton and Guadalupe were blocked for a period of at least 15 minutes. He <br />encouraged citizens to contact him at 396-3648 with a date, time and <br />location when a situation like this occurs again, as he wants to keep a log <br />when roadways are blocked by trains. 7) Mayor Narvaiz read a letter <br />written by CTMC complimenting Robert Cavazos and Jerry Flores from the <br />Animal Shelter for the quick removal of dead bats. 8) Mayor Narvaiz <br />thanked Dr. Sylvester Perez for updating her about local education. She <br />stated Dr. Perez will be speaking about local education at the next Clergy <br /> <br />I <br />
