189. <br />Regular Meeting March 7, 2006 Page 10 <br />appropriate manner to blend into the historic downtown and provide easy <br />access. He provided Council with copies of support letters and Resolutions <br />from the San Marcos Chamber of Commerce, Main Street Advisory Board, San <br />Marcos Convention and Visitors Bureau Board, Downtown San Marcos <br />Association and San Marcos Hispanic Chamber of Commerce. He thanked William <br />Hayslip for the schematic drawing of the proposed parking garage. Mr. <br />Guerrero thanked Mr. Gregson for seeing a problem and providing a solution. <br />Mr. Thomaides inquired as to the estimated funding needed for this project. <br />Mr. Gregson stated the estimated cost is $3.6 million, which breaks down <br />into $10,000.00 per parking space. Mayor Narvaiz inquired as to the <br />funding options. Mr. Gregson stated he feels this project can be funded by <br />bond financing. He stated he feels the City can sell semester parking <br />passes to students, charge for parking, and sell parking passes to <br />residents, which can make this project a neutral revenue project. Mr. <br />Guerrero inquired whether this project fits the downtown height limits. <br />Mr. Gregson stated the height limits for the downtown area will be coming <br />back to the Council for review in the near future. He stated this project <br />includes four-story covered parking and one-story parking on the roof. The <br />Council agreed by consensus to discuss the proposed parking garage during <br />the budget discussions. The Council also asked Staff to review different <br />funding options with the University. <br />Mayor Narvaiz introduced a discussion regarding City Council direction on <br />future agenda items. 1) Mr. O'Leary provided the Council with a letter <br />from an Attorney representing the Bum's C.U.P. appeal hearing. Mr. Taylor <br />stated a decision by the City Council is required by April 7, 2006. The <br />Council agreed by consensus to hold a Special Meeting on Thursday, April 6, <br />2006. 2) Mayor Narvaiz stated Staff is scheduling a speaker for the City <br />Council regarding Mr. Mihalkanin's request for additional communication in <br />the corridor area. 3) Mr. Thomaides stated he would like Council to discuss <br />renderings submitted to the Planning Department and then differ from the <br />actual articulation. The Council agreed by consensus to schedule a <br />discussion regarding renderings submitted to the Planning Department. <br />The meeting adjourned at 9:30 p.m. on motion made by Mr. Mihalkanin and <br />seconded by Mr. Bose. <br />?1? <br />Susan Narvaiz <br />Mayor <br />
