<br />146 <br />Regular Meeting December 4, 1989 Page 4 <br />moved the Council adjourn into Executive Session at 9:31 p.m. and <br />Mr. Hart seconded the motion, which passed unanimously. <br />Mr. Hernandez moved the Council reconvene at 11:05 p.m. and Ms. <br />Kissler seconded the motion, which passed unanimously. <br />Mayor Morris introduced a discussion and direction to Staff <br />regarding a Tax Abatement Agreement with Prime Group, Inc. /VF <br />Factory Outlets, Inc. Abe Rosenthal, Senior Vice President of <br />Prime Group, addressed the Council and stated Prime Group is a <br />real estate development company based in Chicago. Prime's retail <br />development is mostly in outlets, and tax abatement will be a key <br />component to the success of this project. He stated with <br />potential competition being considered in the surrounding area, <br />time is of the essence. Council directed a proposal be placed on <br />the agenda for their consideration. Mr. Rosenthal stated he did <br />not believe the outlet would impact retail local businesses, as <br />their customer base would be San Antonio and Austin, the <br />university crowd and bus tour traffic. The number of jobs the <br />project will provide is estimated to be 270 fulltimeand 350 <br />part-time.
