<br />Regular Meeting <br /> <br />April 4, 2006 <br /> <br />251 . <br />Page 9 <br /> <br />I <br /> <br />Mayor Narvaiz introduced a public hearing to accept comments on proposed <br />amendments to the 2005-2009 Consolidated Plan and 2005 Action Plan to <br />create and fund new CDBG Programs and to amend the eligibility criteria of <br />an existing program. Mayor Narvaiz opened the public hearing and asked if <br />anyone wished to speak. 1) Marla Johnson, Hays-Caldwell Women's Center, <br />stated the Hays-Caldwell Women's Center has submitted a proposal for <br />$20,000 to relocate the shelter. She stated they are anticipating serving <br />6,300 victims over the next 20 years and feel the current location is not <br />safe. 2) Harry Ingram, Women's Center Board Member, encouraged the Council <br />to support the $20,000 request for the Women's Shelter. He stated the <br />Shelter will be a joint effort with the Children's Shelter. Mayor Narvaiz <br />asked if anyone else wished to speak. No one did, so Mayor Narvaiz closed <br />the public hearing. <br /> <br />Mayor Narvaiz introduced a public hearing to accept comments on the <br />proposed amendment to the 2005-2009 CDBG Consolidated Plan and 2005 Action <br />plan to create a new program for Affordable Housing Assistance for <br />Predevelopment Services and Development Code Compliance. Mayor Narvaiz <br />opened the public hearing and asked if anyone wished to speak. No one did, <br />so Mayor Narvaiz closed the public hearing. <br /> <br />Mayor Narvaiz introduced for consideration a public hearing and adoption of <br />an Ordinance, the caption which was read as follows: <br /> <br />I <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />CONVERTING THE ZONING OF ALL TRACTS OF PROPERTY IN THE CITY NOW ZONED <br />AS "R-1" (SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]) TO "SF-6" <br />(SINGLE-FAMILY DISTRICT) i INCLUDING PROCEDURAL PROVISIONSi AND <br />PROVIDING FOR PENALTIES. <br /> <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Narvaiz closed the public hearing. Mr. <br />Mihalkanin moved for adoption of the Ordinance and Mr. Guerrero seconded <br />the motion, which passed unanimously. <br /> <br />Mayor Narvaiz introduced for consideration adoption of an Ordinance on <br />emergency, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE 2005-2006 CITY BUDGET TO PROVIDE FUNDING FOR THE RIO <br />VISTA DAM MAINTENANCE AND WHITEWATER IMPROVEMENTS PROJECTi AND <br />DECLARING AN EMERGENCY. <br /> <br />I Mr. Diaz moved for adoption of the Ordinance on emergency, and Mr. Guerrero <br />seconded the motion. Mr. Bose inquired whether this Budget amendment <br />includes the rock. Mr. O'Leary stated the rock is included in this <br />
