Carol Barrett, Director of Planning and Development'l <br />stated the First Baptist Church requested the annexation so they could <br />receive water/wastewater services. Mr. Mihalkanin stated he would like <br />Staff to provide information regarding the percentage of the land in San <br />Marcos that is tax-exempt, percentage zoned Industrial and percentage zoned <br />Commercial. <br /> <br />Mayor Narvaiz introduced a discussion regarding the CDBG 2006 funding <br />applications and direction to Staff on allocation of 2006 CDBG funds as <br />guidance for the preparation of the 2006 Action Plan. Mr. O'Leary stated <br />this is a discussion item so the Council can provide direction regarding <br />the allocations for 2006 funds. He stated the Council will adopt a <br />Resolution at the Regular Meeting scheduled for April 18, 2006, which will <br />allocate the 2006 funds. He stated the City will receive $531,284.00 the <br />entitlement allocation from the U. S. Department of Housing and Urban <br />Development (HUD) for Program Year 2006. He stated the Council has <br />received 5 applications, which total $847,257.00. Mr. Mihalkanin inquired <br />whether there are any new allocations. Janis Hendrix, CDBG Coordinator, <br />stated a new allocation was discussed by Council. She stated the <br />additional cost for the sidewalk allocation change would be $24,000.00. She <br />reviewed the applications. Mr. Bose inquired as to the application <br />submitted by the San Marcos/New Braunfels Farmers' Market Association. Mr.1I <br />Caskey stated the Farmers Market Association was established in 1980. He <br />stated it was originally located downtown, then Rio Vista Park, then <br />Vietnam Memorial Park and now in a parking lot by Breihan Electric. He <br />stated the New Braunfels Farmers' Market was in financial trouble and they <br />merged with San Marcos. Mr. Diaz inquired whether the proposed shelter <br />could be moved if they lost their lease, and would they expect the City to <br />fund their move. Ms. Hendrix stated she does not feel HUD will approve a <br />temporary shelter. Mr. Mihalkanin inquired whether there was a way to <br />break these projects into component parts in order to partially fund them. <br />Mr. O'Leary stated if they are partially funded they might not have enough <br />funds to complete their projects and meet the required deadlines. Mr. <br />Thomaides stated he was in favor of funding $24,000 for the additional <br />sidewalk improvements on Guadalupe Street plus the $400,000 for the Hopkins <br />Sidewalk Project (Bridge). The Council agreed by consensus to allocate the <br />estimated $400,000.00 for the Hopkins Sidewalk Project. Mr. Guerrero <br />stated he was in favor of $99,000.00 for the Southside Community Center. <br />Mr. Thomaides stated he supports funding $99,000.00 for the Southside <br />Community Center. He stated if the Council has to choose between the <br />Southside Community Center and the bridge, he will choose the Southside <br />Community Center. The Council agreed by consensus to review the proposed <br />projects on their own and be ready to allocate the 2006 CDBG funds at their <br />next Regular Meeting scheduled for April 18, 2006.
