<br />156 <br />Regular Meeting December 11, 1989 Page 6 <br /> Adoption of Resolutions: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AUTHORIZING THE EVEN TRADE OF ONE ALUMINUM STARCRAFT <br /> BOAT VALUED AT $830.00 FOR ONE RESCUE RAFT VALUED AT <br /> $1,500.00 FROM GEORGE LOVE, APPROVING A LETTER AGREEMENT <br /> BETWEEN THE CITY AND GEORGE LOVE, AUTHORIZING THE CITY <br /> MANAGER TO EXECUTE THE AGREEMENT AND DECLARING AN EFFECTIVE <br /> DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A WATER <br /> FACILITIES AND ROADWAY IMPROVEMENTS AGREEMENT BETWEEN THE <br /> CITY AND THE PROPERTY OWNERS WITHIN THE ESTATES OF SAN <br /> MARCOS SUBDIVISION; AUTHORIZING THE CITY MANAGER TO EXECUTE <br /> THIS AGREEMENT ON BEHALF OF THE CITY; AND DECLARING AN <br /> EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A WATER <br /> FACILITIES AGREEMENT BETWEEN THE CITY AND THE PRIME GROUP, <br /> INC.; AND DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> APPROVING AND ADOPTING AN AMENDED CITY OF SAN MARCOS <br /> AFFIRMATIVE ACTION PLAN, AND DECLARING AN EFFECTIVE DATE. <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, APPROVING THE TERMS AND CONDITIONS OF A SOCIAL <br /> SERVICES CONTRACT BETWEEN SAID CITY AND HAYS COUNTY <br /> REGARDING THE PROVISION OF LIBRARY SERVICES; AUTHORIZING <br /> THE CITY MANAGER TO EXECUTE THE CONTRACT; AND DECLARING AN <br /> EFFECTIVE DATE. <br />Mayor Morris introduced for consideration approval to authorize <br />the City Manager to transmit an economic incentive proposal to <br />the Confederate Air Force. Mr. Gilley stated the initial <br />proposal provided the City supply water. Mr. Gilley stated this <br />property is in the Maxwell Water Supply Service area, and they <br />desire to service this property. Since the property is in the <br />City's ETJ, Maxwell would be required to construct the utilities <br />by City standards. The site currently has a septic tank for <br />wastewater disposal, and the City does not know what capacity <br />exists but C.A.F. would initially have minimal needs. Other <br />options were discussed: an on-site disposal system and a <br />permitted wastewater facility that already exists in the area. <br />If the City provides the services, it would be an expensive <br />alternative. Mr. Gilley stated if the City wants to annex the <br />Wade Tract, either voluntarily or involuntarily, it is a 90-day <br />process. If annexed, the provisions of utility services could <br />clearly be delayed several years and it would be preferrable to <br />do so. If the City offers tax abatement to the property, it <br />would be necessary to annex the property. The Council discussed <br />the rental of the airport facilities for fair market value and <br />requested the Council be provided information as to what airports <br />were looked at in arriving at the figures regarding fair market <br />value. Mr. Taylor stated the City could only enter into a 5-year <br />commitment to lease property with an optional provision that it <br />can only be funded on a year-to-year basis or provision to fund <br />annually. Mayor Morris asked for information regarding <br />accessibility to the property, and Vicki Fruit advised the <br />property was accessible by traveling through Reedville and then <br />directly onto the property, but is not presently accessible <br />from the airport. It was consensus of Council to offer the <br />following proposal: (1) five year lease on year-to-year basis; <br />( 2) outbuilding with fair market value; (3) City willing to <br />annex in 2-4 year time frame if C.A.F. wants the property <br />annexed; and (4) the City will provide a taxiway extension <br />(estimated cost $101,000.00, which would have to be budgeted). <br />
