Regular Meeting July 17, 2006 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />APPROVING THE EMERGENCY PROCUREMENT OF SERVICES <br />REPAIR OF COMANCHE WELL NO. 5 FROM ALSAY, INC.; <br />EXECUTION OF APPROPRIATE PURCHASING DOCUMENTS B <br />MANAGER ON BEHALF OF THE CITY; AND DECLARING AN <br />Page 5 <br />SAN MARCOS, TEXAS, <br />AND MATERIALS FOR THE <br />APPROVING THE <br />f THE PURCHASING <br />EFFECTIVE DATE. <br />Mr. Mihalkanin moved for adoption of the Resolution, and Mr. Thomaides <br />seconded the motion. Mr. O'Leary stated on June 11, 2006, Comanche Well #5 <br />went offline when a main fuse opened shutting down operations. He stated <br />the only course of action was to pull the well assembly to examine the <br />condition of the pump, column and shafting. The cost of the repair was <br />$57,852.60 for the replacement of column, shafting and a spare pump. He <br />stated the company also charged $1,500.00 to run a video scan of the well <br />and for the removal of an old air line and old strainer assembly from the <br />bottom of the well. Mr. Mihalkanin stated Well #4 was taken offline when <br />bacteria were discovered. He inquired whether this could happen to Well 5. <br />Tom Taggart, Director of Water/Wastewater, stated Well #5 shows no <br />indication of any contamination. He stated there is 300 feet between Wells <br />4 and 5. Mr. Mihalkanin inquired whether there has been any testing since <br />2001 and whether Well #4 can be put back on line. Mr. Taggart stated there <br />has been no testing since 2001. He stated there is no practical way to <br />correct Well #4, because of issues with microscopic cracks and fissures. <br />He also stated testing on Well #4 could be established again. He stated <br />Well #5 is in good shape and is the largest producing well. Mr. Mihalkanin <br />inquired how many gallons Well #5 produces. Mr. Taggart stated Well 5 <br />produces 2500 gallons a minute. The Council then voted unanimously for <br />adoption of the Resolution. <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Main Street Advisory Board. Mr. Mihalkanin moved to appoint Mark <br />Gonzales and Mr. Jones moved to appoint Eric Heggie. On roll call the <br />following vote was recorded: <br />Gonzales: Thomaides, Guerrero, Mihalkanin, Narvaiz, Diaz and Bose. <br />Hagey: Jones. <br />Mayor Narvaiz introduced for consideration approval of one appointment to <br />the Parks and Recreation Board. Mr. Thomaides moved to appoint Michelle <br />Bussemey, which passed unanimously. <br />Mayor Narvaiz introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING THE RELEASE AND CONVEYANCE OF AN ELECTRICAL EASEMENT ACROSS
