Regular Meeting July 17, 2006 Page 8 <br />the University will be paying for the improvements. Ms. Nusbaum <br />University is paying for the improvements. Mr. Bose inquired as <br />future Speck Street Parking Garage. Ms. Nusbaum stated the Spec <br />Parking Garage will run parallel with Academy Street and exit on <br />Street. The Council agreed by consensus to enter into a License <br />with the University. <br />stated the <br />to the <br />Street <br />to Holland <br />Agreement <br />Mayor Narvaiz introduced a discussion regarding early voting locations and <br />communications in connection with General and Special Election to be held <br />November 7, 2006. Mayor Narvaiz stated the Council expressed an interest in <br />considering additional early voting location and to explore options to seek <br />increased voter participation. She stated the City Clerk has provided the <br />Council with a memorandum which includes potential early voting sites to <br />consider and election participation options. The Council agreed by <br />consensus to consider reviewing mobile early voting sites. Mr. Guerrero, <br />Mr. Diaz and Mr. Jones stated they would like to form a committee with the <br />City Clerk to determine which sites to visit then visit the sites and bring <br />back recommendation to the Council. Mr. Mihalkanin stated he feels the <br />committee needs to consider balancing the locations, so the City will not <br />be targeting a certain age or race. The Council agreed by consensus to <br />bring back this discussion at the next Regular Meeting scheduled for August <br />2, 2006. <br />Mayor Narvaiz introduced a discussion regarding receiving 2006 Charter <br />Review Commission Report and direction to Staff on placement of Charter <br />Amendment proposals on November Election Ballot. Mr. Taylor stated on June <br />26, 2006, the Charter Review Commission unanimously approved the Charter <br />Review Report. Mr. Taylor provided a powerpoint presentation regarding the <br />Charter Review Commission Report. Mr. Mihalkanin thanked the Charter <br />Review Commission for their hard work. He inquired why the Charter Review <br />Commission brought back the meeting compensation for Council Members, since <br />this has come before the Council three different times. Mo Johnson, <br />Chairman of the Charter Review Commission, stated the Commission felt the <br />Council should be reimbursed for their hard work and long hours. He also <br />stated the Commission felt that other citizens might consider running for <br />office if they knew that some of their personal expenses could be offset. <br />Mr. Thomaides stated he feels all the recommendations for Charter <br />Amendments should be voted on by the citizens. Mr. Mihalkanin stated he is <br />opposed to changing the age requirement to run for Council. Mr. Jones <br />inquired as to the bond ordinance requirements the Bond Counsel brought to <br />the Council's attention. The Council agreed by consensus to place the <br />recommended Charter Amendments by the Charter Review Commission, the <br />recommendation from the Bond Counsel and the recommendation to reduce the <br />number of required City Council Meetings on the November 7, 2006 General <br />and Special Election.
