105 Regular Meeting August 2, 2006 Page 6 The 1 Mayor Narvaiz introduced for consideration approval to set date, time and place of public hearing for FY2007 proposed Budget and direction to City Clerk to publish public hearing notice and general summary of the FY2007 proposed Budget. Mr. Mihalkanin moved to set the public hearing Tuesday, August 15, 2006, at 7:00 p.m. in the City Council Chambers, 630 E. Hopkins Street, San Marcos, Texas, and Mr. Bose seconded the motion, which passed unanimously. public all year, Staff will need to educate the public on the changes. Council then voted unanimously for approval of the Ordinance on first reading. Mayor Narvaiz introduced the City Manager's presentation of proposed FY2007 Budget to City Council and discussion. Mr. O'Leary provided the Council with a powerpoint presentation regarding the highlights, overview, policy statement, financial outlook and outstanding budget issues. Mr. O'Leary thanked Collette Jamison, Director of Administration and Interim Finance Director, and Ernest Cavazos, Assistant Finance Director, for a job well done. He reminded the public the Budget Workshop will be held Thursday, August 3, 2006 at 6:00 p.m. and Friday, August 4, 2006 at 4:00 p.m. Mayor Narvaiz introduced a discussion regarding Early Voting Locations for November 7, 2006 General and Special Election, estimated costs of implementation and direction to Staff. Janis K. Womack, City Clerk, stated I currently she is waiting on a clarification of a law from the Secretary of State's Office. She stated this law could affect the Council's consideration of additional temporary and/or mobile early voting locations. She stated on Friday, July 21, 2006, Council Members Daniel Guerrero and Chris Jones, Shelley Goodwin and she visited Central Texas Medical Center, Stonebrook Seniors Home, San Marcos Library, Grande Communications, San Marcos Activity Center, Old Mill Station and other locations. She stated after she receives clarification from the Secretary of State's Office regarding temporary and/or mobile early voting locations, she requested the Council allow the Hays County Election Administrator and her to determine the days, hours and the locations. The Council agreed by consensus to allow the Hays County Election Administrator and hers to determine the dates and hours. She stated the Ordinance calling for the City of San Marcos Election will be August 15, 2006. She stated if the potential mobile early voting locations are allowed, then there will be additional costs associated with the additional early voting locations. She stated there will be one-time expenditures of equipment and recurring expenses for pollworkers and maintenance. Mr. Jones stated he, Council Member Daniel Guerrero, Mayor Narvaiz, Janis Womack and Shelley Goodwin watched a demonstration of the Touch Screen Voter Training/Voter Training Kiosk. He I stated he felt this would be a great investment for educating and training. The Council agreed by consensus to the potential temporary and/or mobile early voting locations.
