Mr. Mihalkanin moved to set the public hearing Tuesday, <br />August 15, 2006, at 7:00 p.m. in the City Council Chambers, 630 E. Hopkins <br />Street, San Marcos, Texas, and Mr. Bose seconded the motion, which passed <br />unanimously. <br /> <br />public all year, Staff will need to educate the public on the changes. <br />Council then voted unanimously for approval of the Ordinance on first <br />reading. <br /> <br />Mayor Narvaiz introduced the City Manager's presentation of proposed FY2007 <br />Budget to City Council and discussion. Mr. O'Leary provided the Council <br />with a powerpoint presentation regarding the highlights, overview, policy <br />statement, financial outlook and outstanding budget issues. Mr. O'Leary <br />thanked Collette Jamison, Director of Administration and Interim Finance <br />Director, and Ernest Cavazos, Assistant Finance Director, for a job well <br />done. He reminded the public the Budget Workshop will be held Thursday, <br />August 3, 2006 at 6:00 p.m. and Friday, August 4, 2006 at 4:00 p.m. <br /> <br />Mayor Narvaiz introduced a discussion regarding Early Voting Locations for <br />November 7, 2006 General and Special Election, estimated costs of <br />implementation and direction to Staff. Janis K. Womack, City Clerk, stated I <br />currently she is waiting on a clarification of a law from the Secretary of <br />State's Office. She stated this law could affect the Council's <br />consideration of additional temporary and/or mobile early voting locations. <br />She stated on Friday, July 21, 2006, Council Members Daniel Guerrero and <br />Chris Jones, Shelley Goodwin and she visited Central Texas Medical Center, <br />Stonebrook Seniors Home, San Marcos Library, Grande Communications, San <br />Marcos Activity Center, Old Mill Station and other locations. She stated <br />after she receives clarification from the Secretary of State's Office <br />regarding temporary and/or mobile early voting locations, she requested the <br />Council allow the Hays County Election Administrator and her to determine <br />the days, hours and the locations. The Council agreed by consensus to allow <br />the Hays County Election Administrator and hers to determine the dates and <br />hours. She stated the Ordinance calling for the City of San Marcos <br />Election will be August 15, 2006. She stated if the potential mobile early <br />voting locations are allowed, then there will be additional costs <br />associated with the additional early voting locations. She stated there <br />will be one-time expenditures of equipment and recurring expenses for <br />pollworkers and maintenance. Mr. Jones stated he, Council Member Daniel <br />Guerrero, Mayor Narvaiz, Janis Womack and Shelley Goodwin watched a <br />demonstration of the Touch Screen Voter Training/Voter Training Kiosk. He I <br />stated he felt this would be a great investment for educating and training. <br />The Council agreed by consensus to the potential temporary and/or mobile <br />early voting locations. <br />
