129 <br />Regular Meeting August 15, 2006 Page 6 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN AGREEMENT WITH CONNOLLY ARCHITECTS, INC. FOR THE <br />PROVISION OF PROFESSIONAL SERVICES IN CONNECTION WITH THE DEVELOPMENT <br />OF A MASTER PLAN FOR THE SAN MARCOS ANIMAL SHELTER; RATIFYING THE CITY <br />MANAGER'S EXECUTION OF THE AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING AN INTERLOCAL AGREEMENT BETWEEN THE CITY AND THE CAPITAL <br />AREA COUNCIL OF GOVERNMENTS FOR PUBLIC SAFETY ANSWERING POINTS <br />EQUIPMENT MAINTENANCE, EQUIPMENT UPGRADE AND TRAINING; AUTHORIZING THE <br />CITY MANAGER'S EXECUTION OF THIS AGREEMENT ON BEHALF OF THE CITY; AND <br />DECLARING AN EFFECTIVE DATE. <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />REAFFIRMING THE CITY'S OPPOSITION TO REAL ESTATE PURCHASES BY THE <br />TEXAS GENERAL LAND OFFICE IN SAN MARCOS FOR THE PURPOSE OF LEASING FOR <br />PRIVATE DEVELOPMENT WITHOUT NOTICE OR APPROVAL BY LOCAL TAXING <br />ENTITIES; URGING THE TEXAS MUNICIPAL LEAGUE TO SUPPORT LEGISLATION TO <br />ADDRESS THIS ISSUE; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz introduced for consideration Item 16, removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />EXPRESSING AN OFFICIAL INTENT REGARDING THE ISSUANCE OF CERTIFICATES <br />OF OBLIGATION FOR THE CONFERENCE CENTER PROJECT. <br />Mr. Diaz moved for adoption of the Resolution, and Mr. Bose seconded the <br />motion. Mr. O'Leary stated the City Council hereby expresses its intent <br />regarding payment of the San Marcos Conference Center Certificates of <br />Obligation, Series 2006. He stated the Conference Center will generate <br />additional revenue including fewer revenues from the project, hotel/motel <br />occupancy taxes, and tax increments from Tax Increment Reinvestment Zone <br />No. 3 (TRIZ No. 3). Council will use these other revenues sources to pay <br />the debt service on the Certificates of obligation for this project. He <br />stated in order to achieve the best financial terms and interest rates on <br />the Certificates, the City Council expects to pledge ad valorem taxes, but <br />currently intends to apply these other revenues to the debt service to <br />ensure the Certificates can be treated as self-supporting. Mr. Mihalkanin <br />stated he has some concerns with this project. He inquired to whether all <br />revenues intended to be used to pay the debt. Mr. Taylor stated all <br />revenues collected from the TRIZ No. 3 intended to be used to pay debt. <br />Mr. O'Leary stated the Bonds are scheduled to be sold on Tuesday, Septembe <br />9, 2006.
