<br />Special Meeting <br /> <br />November 15, 2006 <br /> <br />Page 2 <br /> <br />Mayor Narvaiz introduced for consideration adoption of a Resolution, the I <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING A THIRD AMENDMENT TO THE MASTER DEVELOPMENT AGREEMENT <br />BETWEEN THE CITY AND JQH - SAN MARCOS DEVELOPMENT, LLC REGARDING THE <br />HOTEL AND CONFERENCE CENTER PROJECT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerrero moved for adoption of Resolution, and Mr. Thomaides seconded <br />the motion. Mr. O'Leary stated the construction on the project was <br />scheduled to begin in December 20006. He stated JQH-San Marcos has <br />requested that the City give it 60 additional days to allow time to <br />complete negotiations with the contractor selected to construct the <br />project, which will provide for better pricing. The Council then voted <br />unanimously for adoption of Resolution. <br /> <br />Mayor Narvaiz introduced for consideration adoption of a Resolution, the <br />caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING THE INTERLOCAL AGREEMENT TO PROVIDE WASTEWATER SERVICES TO AI <br />TRACT OF LAND IN THE CITY OF KYLE CCN; AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Guerrero moved for adoption of Resolution, and Mr. Thomaides seconded <br />the motion. Mr. O'Leary stated the City Council created a Tax Increment <br />Reinvestment Zone No. Two in March of 2005 for the purpose of providing <br />financing to reimburse a portion of the costs associated with the <br />construction of a railroad overpass for Yarrington Road. He stated to <br />secure the property owner's agreement for annexation and inclusion in the <br />TIRZ No. Two of tract of property necessary for construction of the <br />overpass, the City of San Marcos has agreed to provide wastewater service <br />to said tract of property. He also stated providing wastewater service <br />will require a service connection to an existing wastewater main and has <br />been approved by the City Manager pursuant to his authority under City Code <br />of Ordinances Sec. 86.004(a) The Council then voted unanimously for <br />adoption of Resolution. <br /> <br />Mayor Narvaiz introduced canvassing the returns of the General and Special <br />Election held on November 7, 2006. The Council reviewed the returns. <br /> <br />Mayor Narvaiz introduced for adoption of an Ordinance on emergency, the <br />caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS.
