The Council adjourned into Executive Session at 6:10 p.m. I Mayor Narvaiz announced the Council would reconvene at 6:58 p.m. Mayor Narvaiz introduced for consideration adoption or direction to Staff on matters discussed in Executive Session. Mr. O'Leary stated the Council received updates on development incentive proposals in the downtown area and IH-35/Wonder World Drive. He stated the Council also provided direction regarding economic development negotiations regarding Hotel Conference Center. Mayor Narvaiz lead the Pledge of Allegiance. Mayor Narvaiz introduced the Citizen Comment Period. 1) Amy Kirwin stated she wished to speak on Item 21, Resolution regarding the Skate Park. She encouraged the Council to support Phase I of the Skate Park project, which includes the street plaza area. She stated Phase II will involve the construction of a bowl structure. She also stated the committee would like to complete Phase I by May 2007. 2) Bib Underwood stated he is a member of the Parks and Recreation Board. He stated he would like to speak regarding Item 22, Resolution regarding Park Grant. He encouraged the Council to support the Resolution on sporting goods taxes. He also encouraged the I Council to look closely to see if there is something more that can be done to get more money from Texas Parks & Wildlife. Mayor Narvaiz introduced the Staff Report. Mr. O'Leary stated he did not have a Staff Report. Mayor Narvaiz introduced the City Council Reports. 1) Donovan Knight stated he and Kyle Morris, President of Student Alliance Government, will be meeting with Dr. Kelly from SMCISD for the mentoring program at the San Marcos High School. 2) Donovan Knight wished all the citizens Happy Holidays. 3) Mr. Thomaides encouraged the public to attend the City Council Workshop on Friday, December 15, 2006 at 1l:30 a.m. regarding the Commuter Rail. 4) Ms. Couch thanked the LBJ Museum Board for inviting her to the museum opening. 5) Ms. Couch thanked the Board and Commission volunteers who completed a Volunteer Interest Form. 6) Ms. Couch also wished everyone a Merry Christmas and Happy Holidays. 7) Mr. Bose stated he attended the Main Street Advisory Board development retreat which was held in Huntsville on December 9, 2006. He stated this was a very informational meeting. 8) Mr. Bose thanked his wife for supporting his service on the Council, especially tonight since it is their Wedding Anniversary. 9) Mr. Guerrero stated he was honored to speak at the LBJ Museum opening while the Mayor was attending National League of Cities. He stated he feels the museum is a strong representation of Lyndon Baines Johnson. 10) Mr. Guerrero stated he was also honored to be a part of the SM High School Pep I
