Gilley <br />Frank Robbins <br />Donna Farley <br /> <br />Also Present: Ralph Gonzales, Mary Helen Möore, Mark Hendricks, Ted <br />Cohen, Patty Wenk, Jim Gandy, Jesse Estrada, Joe Garcia, Jack Doughty, <br />Melissa Millecam, Dan Graham, Don Rains, Wayne Ford, Daniel Brown, <br />Lupe Carbajahl, Mary Gonzales, Gerald Gaddie and others. <br /> <br />Mayor Younger called the meeting to order at 8:02 a.m. <br /> <br />Mayor Younger introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS DECLARING ITS SUPPORT FOR THE LOCATION OF A <br />MINIMUM SECURITY PRE-RELEASE FACILITY IN THE SAN <br />MARCOS AREA AND DECLARING AN EFFECTIVE DATE. <br /> <br />Mr. Guerra moved for adoption of the Resolution and Mayor Younger se- <br />conded the motion. Mr. Gonzalez advised the Council the San Marcos <br />Manufacturers Association adopted a Resolution approving the secondary <br />site for the TDC facility and that Senator Barrientos and Commissioner <br />Gonzales were concerned about the facility locating in the area of the <br />Hays County Civic Center. Mr. Gonzalez said Beacon-Wackenhutt has indi- <br />cated if the primary or secondary sites are not approved that B-~v will <br />pursue placing their facility in North Texas at a site where they have <br />already held public hearings. Senator Barrientos does not understand <br />the Council's position regarding the alternative site and has request- <br />ed the City Council and County Commissioners act on Resolutions prior <br />to the meeting to be held January 11, 1988 on their positions regarding <br />the alternative site (Mr. Uicola present at this time - 8:13 ~.m.). Mr. <br />Farr stated he is opposed to passing an additional Resolution and is <br />opposed to the manner in which the site was selected. He stated it <br />should remain open for other sites in Hays County to be considered. <br />He stated the process how the site was selected was wrong. He stated <br />he heard on an Austin news station for the first time the night before <br />that International Electric's facility in San Marcos was being consi- <br />dered by TDC to relieve some of Travis County Jail's problems. Mr. <br />Farr stated he supports the concept of a pre-release facility in or <br />near San Marcos as stated in the Resolution already adopted by the <br />City Council in December. Mr. Guerra expressed concern with Mr. Parr <br />not wanting to provide the clarification Senator Barrientos has asked <br />for. Mr. Nicola stated the City seems to be acting out of desperation <br /> <br />~ Ms. Kissler and Mr. Hankins were not present at this meeting. <br />
