38

January 22, 1988

Mr. Nicola:

Here is a transcription of what you said at the
January 8, 1988 8:00 a.m. Emergency Meeting. I
only wrote down what you said.

Susan

Tape #1 1184: "I can make it clear that I do not support it-then
support back for the first time-I don't support it now. I will vote
no. I don't think, there is any question as to what the clarity question
is regarding my position with Senator Barrientos is. Now putting him
aside, I after making the vote last when we wound up with a six to one
passage of the Resolution, I received a number of calle~ and met/saw
a number of people who not formally-just people who bumped into me
who said they thought that vote was correct - the vote I took. I received
one letter indicating that I - they thought I should have voted the other
way. It was-if I had thought before taking that vote that I was taking
the right decision I simply-my position was confirmed-I felt more
assured that I had taken the right stand in representing in what I saw
at the time to be the interest of people in the Community who had
communicated with me on this issue. The other thing I wanted to bring up
very briefly since I don't feel I had mentioned earlier, I hesitate to
get in to a dissertation which might lead to some construnation on the
part of Mr. Guerra, but nonetheless, the idea seems to be prevailing
that the City is so desperate that it wishes as in the - I guess way of
Round Rock which we had a report on recently to receive any kind of
industry regardless and this Council had taken the position since I've
been on it that we wish to entertain growth including industry that would
offer local jobs and training that would conserve, be water conservative,
and that would be non-polluting. Well, that means we have been fairly
selective because of the quality of life, the environment, and the social
concerns of people in this Community and I think we should continue to
do so. I don't think that pin-pointing this approval down to a specific
site is anything that the Community would support anymore than they're
willing to support from the last one. Whereas, on the otherhand, there
seems to be some support for it at the site-more-I'm not sure where it
would be-closer to Kyle, so I'll leave it at that. I'm not sure what has
been discussed up to this point."

Tape #1 1549: "Prior to the vote the last time, I had an opportunity to
meet with Senator Barrientos, same time the Mayor met with him at his
office in Austin and then I saw him when he came to San Marcos, but, I
think I expressed some curt concerns I had at the time and raised some
questions and at that point we were still seeking intital clarity and
try to measure the tempo-the issue in the Community. Once it came down
to voting on the last issue and I still felt I couldn't support it, I
didn't really feel that at that point thereafter I should take it upon
myself to lobby for an issue that I was descending by six to one vote.
So, once it was voted upon, I let it lie. Yet it seemed like the issue
certainly wasn't a dead one and it became resurrected by a variety of
other sources and then at literally the last minute, I'm on my way out
the door, I have people catch me at the door asking if I can attend the
meeting that's been called. So with a six year old in tow, I head off
to school and try to get here on time. The desperateness of this
particular meeting, this particular Resolution as Mr. Brown said sort of
eludes me and I think the Council has taken a position I didn't agree
with it back then, but try to reaffirm a position and corne up with a
stronger vote in a more stro~lyor a more sepcifically worded Resolution
is-just doesn't make sense."

cc:

All Council Members
City Secretary
