64 Regular Meeting January 25, 1988 Page 4 Younger opened the public hearing. Larry Dupont stated there have always been difficulties in the Post Road area. Karnack has advised him changes are to be made and Mr. Dupont would like a timetable to be forthcoming for the correction of the difficulties. Ollie Giles stated she wants BET (Black Entertainment). David Bullock stated he has reception problems at his home on Conway and at the Central Fire Station and that there are problems with the billing system. Rick Hernandez read a letter from Mrs. Hernandez who complained a converter box has to be purchased in order to receive the San Antonio stations. David Bullock stated he would like San Marcos to have a public access station. No one else wished to speak, so Mayor Younger closed the public hearing. Mr. Nicola stated he would like there to be clarification of the promotional advertising in TV Guide, as Karnack has expressed to a customer they did not know what they were talking about. Mr. Guerra stated there needs to be better communication of changes with the subscribers of Karnack. Mr. Gonzalez stated the Staff would be working with Karnack regarding the franchise. Mayor Younger introduced for consideration a public hearing and approv- al of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING APPENDIX A, GENERAL ZONING ORDINANCE OF THE SAN MARCOS CODE OF ORDINANCES BY ADDING A DEFINITION OF COMMON FACILITIES AND BY ADD- ING COMMON FACILITIES AS A SPECIFIC USE IN ELEVEN ZONING DISTRICTS AND ESTABLISHING AN EFFECTIVE DATE. Mayor Younger opened the public hearing and asked if anyone wished to speak in favor or in opposition to the zoning amendment. No one did, so Mayor Younger closed the public hearing. Mr. Guerra moved for approval of the Ordinance on first reading and Ms. Kissler second- ed the motion, which passed unanimously (Mr. Farr not present to vote on this item). Mayor Younger introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, CHANGING THE NAME OF THAT STREET KNOWN AS HILLCREST DRIVE LOCATED WITHIN THE CORPORATE LIM- ITS OF SAID CITY TO EAST HILLCREST AND WEST HILLCREST, DIRECTING THE CITY SECRETARY, DIRECTOR OF PUBLIC WORKS, THE DIRECTOR OF PLANNING AND THE DIRECTOR OF ENVIRON- MENT AND ENGINEERING TO ENTER SAID CHANGE IN AND UPON OFFICIAL RECORDS AND MAPS, AND DECLARING AN EFFECTIVE DATE. Mr. Guerra moved for approval of the Ordinance on first reading and Mr. Brown seconded the motion. Mr. Hankins stated this Ordinance will correct the City's maps which are not platted East and West. On roll call the following vote was recorded: AYE: Brown, Farr, Younger, Hernandez, Kissler, Nicola. NAY: None. ABSTAIN: Guerra.
