<br />64 <br /> <br />Regular Meeting <br /> <br />January 25, 1988 <br /> <br />Page 4 <br /> <br />Younger opened the public hearing. Larry Dupont stated there have <br />always been difficulties in the Post Road area. Karnack has advised <br />him changes are to be made and Mr. Dupont would like a timetable to <br />be forthcoming for the correction of the difficulties. Ollie Giles <br />stated she wants BET (Black Entertainment). David Bullock stated <br />he has reception problems at his home on Conway and at the Central <br />Fire Station and that there are problems with the billing system. <br />Rick Hernandez read a letter from Mrs. Hernandez who complained a <br />converter box has to be purchased in order to receive the San Antonio <br />stations. David Bullock stated he would like San Marcos to have a <br />public access station. No one else wished to speak, so Mayor Younger <br />closed the public hearing. Mr. Nicola stated he would like there to <br />be clarification of the promotional advertising in TV Guide, as <br />Karnack has expressed to a customer they did not know what they <br />were talking about. Mr. Guerra stated there needs to be better <br />communication of changes with the subscribers of Karnack. Mr. <br />Gonzalez stated the Staff would be working with Karnack regarding <br />the franchise. <br /> <br />Mayor Younger introduced for consideration a public hearing and approv- <br />al of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, AMENDING APPENDIX A, GENERAL ZONING <br />ORDINANCE OF THE SAN MARCOS CODE OF ORDINANCES BY <br />ADDING A DEFINITION OF COMMON FACILITIES AND BY ADD- <br />ING COMMON FACILITIES AS A SPECIFIC USE IN ELEVEN <br />ZONING DISTRICTS AND ESTABLISHING AN EFFECTIVE DATE. <br /> <br />Mayor Younger opened the public hearing and asked if anyone wished <br />to speak in favor or in opposition to the zoning amendment. No one <br />did, so Mayor Younger closed the public hearing. Mr. Guerra moved <br />for approval of the Ordinance on first reading and Ms. Kissler second- <br />ed the motion, which passed unanimously (Mr. Farr not present to vote <br />on this item). <br /> <br />Mayor Younger introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS, CHANGING THE NAME OF THAT STREET KNOWN <br />AS HILLCREST DRIVE LOCATED WITHIN THE CORPORATE LIM- <br />ITS OF SAID CITY TO EAST HILLCREST AND WEST HILLCREST, <br />DIRECTING THE CITY SECRETARY, DIRECTOR OF PUBLIC WORKS, <br />THE DIRECTOR OF PLANNING AND THE DIRECTOR OF ENVIRON- <br />MENT AND ENGINEERING TO ENTER SAID CHANGE IN AND UPON <br />OFFICIAL RECORDS AND MAPS, AND DECLARING AN EFFECTIVE <br />DATE. <br /> <br />Mr. Guerra moved for approval of the Ordinance on first reading and <br />Mr. Brown seconded the motion. Mr. Hankins stated this Ordinance <br />will correct the City's maps which are not platted East and West. <br />On roll call the following vote was recorded: <br /> <br />AYE: <br /> <br />Brown, Farr, Younger, Hernandez, Kissler, Nicola. <br /> <br />NAY: <br /> <br />None. <br /> <br />ABSTAIN: <br /> <br />Guerra. <br />
