<br />l04 <br /> <br />Regular Meeting <br /> <br />February 8, 1988 <br /> <br />Page lO <br /> <br />Mayor Younger introduced for consideration approval to authorize <br />the expenditure of $1,200.00 from contingency funds for water sample <br />testing of monitoring wells at the landfill site. Mr. Farr moved <br />for approval and Mr. Guerra seconded the motion, which passed unani- <br />mously. <br /> <br />Mayor Younger introduced a discussion regarding the Chamber of Com- <br />merce Carnival on parkland across from City Hall from February 18-28, <br />1988, and direction to Staff. Mr. Gonzalez advised the Council the <br />Staff was prepared to handle such agreements within the Staff without <br />the necessity of presenting each request to the Council, if the Council <br />wished to provide this direction. It was consensus of the Council for <br />the Staff to enter into such agreements with charitable, non-profit <br />organizations which àre locally based. <br /> <br />Mayor Younger int~oduced a discussion regarding a report from KPMG <br />Peat Marwick on the stat~s of the 1987 audit. The report is attached <br />to these minutes from KPMG Peat Marwick dated January 28, 1988. <br /> <br />Mr. Brown moved the Council adjourn into Executive Session pursuant <br />to Article 6252-l7, §§2(e), (f) and (g), V.A.C.S., to discuss pending <br />litigation (MacKenzie vs. City; Armstead vs. City), contemplated liti- <br />gation, and matters where the duites of the City Attorney to the City <br />pursuant to the Code of Professional Responsibility of the State Bar <br />of Texas clearly conflicts with Article 6252-17; purchase of real <br />property; and duties of a public officer, respectively, and Mr. Her- <br />nandez seconded the motion, which passed unanimously (lO:55 p.m.). <br /> <br />Mr. Hernandez moved the Council reconvene at l2:10 a.m. and Mayor <br />Younger seconded the motion, which passed unanimously. <br /> <br />Item 15, the Election Ordinance, was considered earlier in the meet- <br />lng. <br /> <br />Mayor Younger introduced a discussion regarding the electrical rate <br />case with LCRA and direction to Staff. Mr. Gonzalez advised the <br />Council there was a possibility of litigation if the rates being <br />discussed with LCRA are not in the best interest of the City. He <br />stated it was necessary for the City to employ consultants to work <br />on this issue. It was consensus of Council that the City wants ex- <br />perts to help maintain reasonable rates. <br /> <br />The meeting adjourned at l2:l2 a.m. on motion made by Mayor Younger <br />and seconded by Mr. Guerra. <br /> <br /> <br />~ 1/) I:e~ <br />K~.
