City Council Meeting Minutes October 21, 2014 <br />PRESENTATIONS <br />3. Receive a Staff presentation regarding the Hopkins and Charles Austin Crosswalk <br />Improvements, and provide direction to Staff. <br />Michael Hargett, Engineering Intern, provided the Council with a brief presentation regarding the <br />Hopkins and Charles Austin Street Crosswalk improvements. <br />4. Receive a Staff presentation and hold discussion regarding a possible amendment to <br />Chapter 74 of the City Code to include a new Article 6 that allows for Sidewalk Cafes, <br />Parklets, and Similar Special Uses of Public Rights -of -way, and provide direction to <br />Staff. <br />Abigail Gillfillan, Permit Manager, and Andrea Villalobos, Planning Technician, provided the <br />Council with a presentation on parklets and side walk cafes. Council directed Staff to provide a <br />list of smaller cities that have a similar transportation /transit network to San Marcos in place and <br />how they have implemented parklet designs. Council also directed Staff to provide ROW areas <br />that are appropriate /feasible for outside seating /cafes, and to gather input from downtown <br />property /business owners through outreach. The Council would like to have a more detailed <br />public transportation discussion in the future. Council directed Staff to bring back this <br />information within 6 weeks. <br />6:00 PM <br />111. Invocation <br />The invocation was led by Reverend Brian Ferguson of San Marcos Unitarian Universalist <br />Church. <br />IV. Pledges Of Allegiance - United States And Texas <br />The pledges of allegiance were led by Noah Rosales, fifth grade student at Hernandez <br />Elementary. <br />V. 30 Minute Citizen Comment Period <br />Marsha Thomason, addressed the council regarding the drought response plan and <br />conservation measures. She mentioned past actions by Councils in the late 90's and early <br />2000's that made the switch for the City to use 90% of surface water and 10% of the Edward's <br />Aquifer rights. She mentioned that the 90% is not being restricted currently by GBRA and that <br />there are contradictions in the City's policies. She asked that the Council revise the drought <br />ordinance to reflect what is actually being used. <br />Carter Morris, addressed the council regarding the lease to Martin Marietta. He stated that the <br />price was under market and that the City should be getting more money. He addressed the <br />conservation measures and that the City is very well positioned for the future yet we are in stage <br />4. He asked the Council to loosen the water restrictions so that your citizens can water and keep <br />San Marcos beautiful. <br />Steve Stanfield, addressed the council about the water situation. He reiterated that he believes <br />that we don't have a water problem, we have a water situation. He state that since very little <br />City of San Marcos Page 2 <br />
