City Council Meeting Minutes October 21, 2014 <br />Jim Garber, addressed the Council about the PSA Amendments. Any good plan must allow for <br />changes, but what comes next? He read an article that was in the paper about police response <br />to multi - family developments in or around single family neighborhoods. He asked the Council to <br />look at the PSA's very carefully. <br />Mark Alman, addressed the Council regarding a proposal for him to do business outside via a <br />City parklet or sidewalk cafe. He would like the Council to positively consider this idea and that <br />he feels it's wonderful. He stated that we have beautiful weather and that this would allow his <br />customers to take it outside and enjoy it <br />CONSENT AGENDA <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Scott, that this <br />be approved. The motion carried by the following vote: <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />5. Consider approval of the October 6, 2014, Regular Meeting Minutes; and consider the <br />approval of the correction of a typographical error in the January 17, 2012, Regular <br />Meeting Minutes. <br />6. Consider approval of Ordinance 2014 -53, on the second of two readings, creating an <br />all -way stop sign traffic control device at the intersection of Old Settlers Drive and <br />Blanco Vista Boulevard under Section 82.066 of the San Marcos City Code and <br />authorizing City Traffic Engineer to install all -way stop signs; amending the Traffic <br />Register to reflect the all -way stop; and providing for an effective date. <br />7. Consider approval of Ordinance 2014 -54, on the second of two readings, amending <br />the Traffic Register maintained under Section 82.067 of the San Marcos City Code by <br />reducing the speed limit from 35 miles per hour to 30 miles per hour on FM 2439 <br />(Hunter Road) from mile post 0.660 (west of Johnson Street) to mile post 0.998 (San <br />Antonio Street) and reducing the speed limit from 45 miles per hour to 35 miles per <br />hour from mile post 0.998 (San Antonio Street) to mile post 1.531 (Wonder World <br />Drive); and including procedural provisions. <br />8. Consider approval of Ordinance 2014 -55, on the second of two readings, creating a <br />Designated Permit Area under Section 82.189 of the San Marcos City Code that <br />allows parking by permit only between the hours of 8:00 a.m. and 5:00 p.m., Monday <br />through Friday, for the 100 to 200 block of Mandalay Lane (from the north dead end to <br />west Bluebonnet Drive); amending the Traffic Register to reflect such Designated <br />Permit Area; and providing for an effective date. <br />9. Consider approval of Ordinance 2014 -56, on the second of two readings, creating a <br />Designated Permit Area under Section 82.189 of the San Marcos City Code that <br />allows parking by permit only for the 600 block of Lindsey Street (between Scott Street <br />and Burleson Street) and for the 600 block of Rogers Street (between Scott Street <br />and Burleson Street); amending the Traffic Register to reflect such Designated Permit <br />City of San Marcos Page 4 <br />
