City Council Meeting Minutes October 21, 2014 <br />For: 7 - Mayor Guerrero, Mayor Pro -Tem Thomaides, Deputy Mayor Pro Tern Becak, <br />Council Member Thomason, Council Member Scott, Council Member Prather and <br />Council Member Prewitt <br />Against: 0 <br />20. Consider approval of Ordinance 2014 -63, on the first of two readings, approving a <br />request by ETR Development Consulting, LLC for an amendment to the Preferred <br />Scenario Map of the City's Comprehensive Plan to change the Land Use Designation <br />for a six acre, more or less, tract of land out of the J.M. Veramendi Survey No.1, <br />located at the intersection of 11-1-35 and Luciano Flores Boulevard (Thornton) from an <br />area of stability to a high intensity zone, while preserving the open space designation <br />for the floodway and water quality zone, as may be amended; and including <br />procedural provisions. <br />Kristy Stark, Assistant Director of Development Services, provided the Council with a <br />presentation of the request by ETR Development Consulting, LLC. <br />Mayor Guerrero opened the Public Hearing at approximately 10:26 p.m. <br />Sherwood Bishop, 123 Elm Court, pointed out to the Council the importance of the location of <br />this in relation to the trail system. There are several miles of contiguous trails along Willow <br />Springs Creek and purgatory creek and some miles along the river past Spring Lake so that a <br />piece of this property contains both sides of the creek. He stated that its not only important for <br />connectivity but its an opportunity to add connectivity to add value to the project. <br />Ed Theriot, ETR Development Consulting, 5395 IH 183 Lockhart, is making the request of the <br />Thornton family and the proposal is for high intensity and is consistent with the rest of the <br />parcel adjacent. They are comfortable with the P &Z's and staff's recommendation. They will be <br />submitting for general commercial zoning for this property. <br />There being no further comments, Mayor Guerrero closed the Public Hearing at approximately <br />10:31 p.m. <br />A motion was made by Mayor Pro -Tem Thomaides, seconded by Council Member Prather, to <br />approve Ordinance 2014 -63 with Staffs recommendations. Consider approval of Ordinance 2014 -62, on the first of two readings, setting the <br />rate for Wholesale Water Treatment at the City's Surface Water Treatment Plant at <br />$0.4020 per thousand gallons; and including procedural provisions. <br />A motion was made by Council Member Scott, seconded by Council Member Prewitt, that <br />Ordinance 2014 -62 be approved on the first of two readings.
